Mr. Secretary-General,<\/div>\n
Mr. President of the International Court of Justice,<\/div>\n
Madame President of the Security Council,<\/div>\n
Mr. President of the Economic and Social Council,<\/div>\n
Your Excellencies,<\/div>\n
Ladies and Gentlemen,<\/div>\n
<\/div>\n
It is an honour to welcome you to this meeting of the General Assembly.<\/div>\n
Today, we commemorate the eightieth anniversary of the signing of the Charter of the United Nations.<\/div>\n
<\/div>\n
It is a momentous occasion indeed.<\/div>\n
<\/div>\n
We are commemorating at a very painful juncture in the life of this Organization.<\/div>\n
<\/div>\n
Conflicts rage and tensions simmer in Gaza, Ukraine and Sudan.<\/div>\n
<\/div>\n
Multilateralism, which promotes international cooperation within the United Nations, is under serious attack.<\/div>\n
<\/div>\n
Wars and violent confrontations seem more common than dialogue and diplomacy for peace.<\/div>\n
<\/div>\n
Unhealed historical wounds are reappearing, and ultra nationalism is back with a vengeance.<\/div>\n
<\/div>\n
Inequality is on the rise and many international normative practices are regressing.<\/div>\n
<\/div>\n
Some important nations have chosen force instead of adherence to international law and the principles of the United Nations Charter.<\/div>\n
<\/div>\n
That is an extremely dangerous situation.<\/div>\n
<\/div>\n
We must seize the moment and choose dialogue and diplomacy instead of destructive wars.<\/div>\n
<\/div>\n
Your Excellencies,<\/div>\n
Ladies and Gentlemen,<\/div>\n
<\/div>\n
We must not forget that the adoption and signing of the Charter on 26 June 1945 marked a turning point in modern history.<\/div>\n
<\/div>\n
For delegations gathered in San Francisco, it reflected a shared commitment to a better world following the devastation of two world wars.<\/div>\n
<\/div>\n
Together, they vowed never again to allow such unimaginable suffering and catastrophic wars.<\/div>\n
<\/div>\n
Together, they laid the foundation for a new multilateral order \u2013 one that<\/div>\n
should be anchored in dialogue and cooperation.<\/div>\n
<\/div>\n
Together, they shared a bold vision:<\/div>\n
<\/div>\n
\u201cto save succeeding generations from the scourge of war\u201d<\/div>\n
<\/div>\n
\u201cto reaffirm faith in fundamental human rights,\u201d and<\/div>\n
<\/div>\n
to \u201cpromote [\u2026] better standards of life \u2013 in larger freedom\u201d \u2013 for all.<\/div>\n
<\/div>\n
As Abraham Feller, the United Nations first Legal Counsel, powerfully declared: I quote<\/div>\n
<\/div>\n
“The Charter bears the seeds of a greater growth, which if nourished by Governments and peoples, can be made to give forth the fruit of deliverance from our age-long perils.” Unquote.<\/div>\n
<\/div>\n
Eighty years on, we bear witness to how that seed has flourished.<\/div>\n
How it has rooted itself deeply in the soil of multilateralism.<\/div>\n
<\/div>\n
And how it has evolved as a living testament to the power of cooperation and shared responsibility to forge peace.<\/div>\n
<\/div>\n
We are here today thanks to the commitments made in 1945.<\/div>\n
<\/div>\n
The foundation of multilateralism upon which the United Nations sits is increasingly shaken.<\/div>\n
<\/div>\n
However, we must not forget the achievements made by our eighty-year-old Organization.<\/div>\n
<\/div>\n
For eight decades, the United Nations has stood at the heart of humanity\u2019s response to its greatest challenges.<\/div>\n
<\/div>\n
From the Universal Declaration of Human Rights to the 2030 Agenda for Sustainable Development, the United Nations has established norms.<\/div>\n
<\/div>\n
Those norms declare clearly that dignity knows no borders.<\/div>\n
<\/div>\n
All human beings have a right to live dignified lives.<\/div>\n
<\/div>\n
Ä¢¹½ÊÓƵ has steered us through decolonisation, giving birth to new nations and new hopes.<\/div>\n
<\/div>\n
Its peacekeepers have brought calm to conflict, serving with valour and sacrifice.<\/div>\n
<\/div>\n
It has championed the cause of human rights, rallied us to protect our planet.<\/div>\n
<\/div>\n
And it has shaped a global agenda that envisions peace, development and dignity, not as dreams for some, but as promises for all.<\/div>\n
<\/div>\n
Excellences, Mesdames et Messieurs,<\/div>\n
<\/div>\n
Comme toute \u0153uvre humaine, l’organisation des Nations Unies n’est pas exempte de reproches.<\/div>\n
<\/div>\n
L’ONU se trouve \u00e0 un moment important de son histoire, o\u00f9 elle doit engager des r\u00e9formes pour devenir plus efficace.<\/div>\n
<\/div>\n
La cr\u00e9dibilit\u00e9 de l’ONU et du syst\u00e8me multilat\u00e9ral qu’elle incarne d\u00e9pend de sa capacit\u00e9 \u00e0 s’adapter aux r\u00e9alit\u00e9s de notre temps.<\/div>\n
<\/div>\n
Le Pacte pour l’avenir et ses deux annexes, \u00e0 savoir le Pacte num\u00e9rique mondial et la D\u00e9claration sur les g\u00e9n\u00e9rations futures constituent des boussoles \u00e0 cet \u00e9gard.<\/div>\n
<\/div>\n
Ils offrent le cadre n\u00e9cessaire pour b\u00e2tir une Organisation des Nations Unies adapt\u00e9e \u00e0 sa mission et tourn\u00e9e vers l’avenir.<\/div>\n
<\/div>\n
Dans le m\u00eame sens, les r\u00e9formes impuls\u00e9es par l’initiative ONU 80 du Secr\u00e9taire G\u00e9n\u00e9ral des Nations Unies feront de notre organisation un vecteur de coop\u00e9ration internationale durable.<\/div>\n

Excellences, Mesdames et Messieurs,<\/div>\n
<\/div>\n
La Charte des Nations Unies actuellement en vigueur a \u00e9t\u00e9 pr\u00e9par\u00e9e aux lendemains de l’un des conflits les plus meurtriers de l’humanit\u00e9.<\/div>\n
<\/div>\n
La conf\u00e9rence de San Francisco dont cette Charte \u00e9mane fut un moment de c\u00e9l\u00e9bration de la solidarit\u00e9 internationale.<\/div>\n
<\/div>\n
Un appel \u00e0 l’humanit\u00e9, pour tracer la voie vers la Paix, la dignit\u00e9 et la prosp\u00e9rit\u00e9 partag\u00e9e.<\/div>\n
<\/div>\n
Je vous invite \u00e0 honorer cet h\u00e9ritage.<\/div>\n
