Ms. Annalena Baerbock<\/strong><\/p>\n<p style=\"text-align: center\"><strong>High-Level Meeting on the Prevention and Control of Non-Communicable Diseases and the Promotion of Mental Health and Well-Being<\/strong><\/p>\n<p style=\"text-align: center\"><strong>Thursday, 25 September 2025<\/strong><\/p>\n<p style=\"text-align: center\"><strong>[As Delivered]<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><em>\u201cFor the first time, more children are obese than underweight.\u201d <\/em><\/p>\n<p><em><br \/>\n\u201cMore weight-loss drugs offered in type 2 diabetes shake-up.\u201d <\/em><\/p>\n<p><em><br \/>\n\u201cNew drug could change breast cancer treatment.\u201d <\/em><\/p>\n<p>&nbsp;<\/p>\n<p>These are recent media headlines.<\/p>\n<p>The kind we see every day.<\/p>\n<p>Good news.<\/p>\n<p>Why? Because unlike infectious diseases, non-communicable diseases carry risk factors and treatments that, in many cases, we can control.<\/p>\n<p>We, as human beings, have agency: what we eat, how we move, what we breathe, whether we seek care.<\/p>\n<p>&nbsp;<\/p>\n<p>And each of us has a story:<\/p>\n<ul>\n<li>a sibling with asthma,<\/li>\n<li>a grandparent with heart disease,<\/li>\n<li>a colleague managing diabetes,<\/li>\n<li>a friend undergoing chemotherapy.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>NCDs are woven into our daily lives.<\/p>\n<p>&nbsp;<\/p>\n<p>But normalcy cannot mean complicity.<\/p>\n<p>&nbsp;<\/p>\n<p>NCDs are the leading cause of human mortality.<\/p>\n<ul>\n<li>43 million dead in 2021 alone, equivalent to 75% of all non-pandemic related deaths.<\/li>\n<li>That\u2019s nearly 20 million people dying of heart disease.<\/li>\n<li>10 million succumbing to cancer.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>The good news is that, by their very nature, most NCDs are preventable, treatable, or even both.<\/p>\n<p>&nbsp;<\/p>\n<p>Lifestyle choices, particularly around tobacco and alcohol use, diet, and physical activity, all help to prevent NCDs.<\/p>\n<p>&nbsp;<\/p>\n<p>For those who are ill, proper testing, diagnosis, and treatment options exist.<\/p>\n<p>&nbsp;<\/p>\n<p>The same holds true for mental health, where community awareness and anti-stigmatization, coupled with psychotherapy and treatment, allow people to live full, healthy lives.<\/p>\n<p>&nbsp;<\/p>\n<p>The challenge, of course, is that in our increasingly unequal world, the burden of NCDs is being shouldered by those most vulnerable.<\/p>\n<p>&nbsp;<\/p>\n<p>Nearly three quarters of all NCD deaths are in low- and middle-income countries, where prevention and treatment options are hard to come by.<\/p>\n<p>&nbsp;<\/p>\n<p>In 2021, 41% of low-income countries reported supply chain issues related to NCD medication, compared to just 4% of high-income countries.<\/p>\n<p>&nbsp;<\/p>\n<p>The same holds true for mental health. While mental health conditions affect nearly 1 billion people worldwide, it remains chronically underfunded.<\/p>\n<p>&nbsp;<\/p>\n<p>Globally, mental health expenditure averages 2 US-Dollar per year per capita, this falls to less than 25\u2009cents in low-income countries. Many allocate less than 1% of their health budgets to mental health.<\/p>\n<p>&nbsp;<\/p>\n<p>The challenge is thus cyclical. Those furthest behind are the least likely to benefit from health education, prevention, or treatment.<\/p>\n<p>&nbsp;<\/p>\n<p>And countries facing chronically high mortality rates from NCDs suffer from labour shortages and lost economic growth.<\/p>\n<p>&nbsp;<\/p>\n<p>NCDs can therefore be said to be both cause and consequence of poverty.<\/p>\n<p>&nbsp;<\/p>\n<p>Let us be candid:<\/p>\n<ul>\n<li>Diabetes is manageable with education, medicine, and care.<\/li>\n<li>Cancer is treatable with early testing.<\/li>\n<li>Mental health need not be a barrier to a full life \u2014 if stigma is lifted and services are accessible.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>The problem is not knowledge, or science \u2013 we are abundant in both.<\/p>\n<p>It is access.<\/p>\n<p>Billions of people remain cut off from the very tools that could save their lives.<\/p>\n<p>&nbsp;<\/p>\n<p>Excellencies,<\/p>\n<p>&nbsp;<\/p>\n<p>We need to recommit to the promise we made in the Pact for the Future to accelerate the fulfilment of the 2030 Agenda.<\/p>\n<p>&nbsp;<\/p>\n<p>SDG 3 aims at ensuring healthy lives and promoting well-being for all, at all ages.<\/p>\n<p>&nbsp;<\/p>\n<p>This requires pursuing whole-of-society approaches that harness the best resources and extend education to all.<\/p>\n<p>&nbsp;<\/p>\n<p>It means implementing global health policies that address \u2013 and reflect \u2013 social determinants for NCDs, from economics to environmental factors to food security.<\/p>\n<p>&nbsp;<\/p>\n<p>And it means urgently accelerating financing, to fill the financing gaps that are leaving millions without sufficient or appropriate prevention and treatment.<\/p>\n<p>&nbsp;<\/p>\n<p>Nobody in this room is immune from non-communicable diseases.<\/p>\n<p>&nbsp;<\/p>\n<p>Surely there are many in this room living with \u2013 or even recovering from \u2013 their own battles with heart disease, or cancer, or mental health.<\/p>\n<p>&nbsp;<\/p>\n<p>Surely, if not ourselves, then our loved ones.<\/p>\n<p>&nbsp;<\/p>\n<p>It is no surprise that this topic has been embraced by so many who have come together to address these \u201csilent killers\u201d.<\/p>\n<p>&nbsp;<\/p>\n<p>Killers which, unlike wars, could be addressed so easily if we work together.<\/p>\n<p>&nbsp;<\/p>\n<p>Excellencies,<\/p>\n<p>Ladies and gentlemen,<\/p>\n<p>&nbsp;<\/p>\n<p>Consider the case of 10-year-old Kelly in Zimbabwe. One night she woke up dizzy and thirsty, probably worried that school would be hard the next day.<\/p>\n<p>&nbsp;<\/p>\n<p>But, after a late-night visit to the emergency room, Kelly knows now that she does not have to suffer, that she can continue to go to school and play with her friends. She was diagnosed with type 1 diabetes and can be treated with medication. Medication that she will take for the rest of her life, hopefully long, and healthy life. Her life can run as a 10-year-olds should.<\/p>\n<p>&nbsp;<\/p>\n<p>Imagine what it would have cost, not only for her personally but also for society, if she would not have been diagnosed and treated, and had dropped out of school.<\/p>\n<p>&nbsp;<\/p>\n<p>There are 800 million Kelly\u2019s in the world.<\/p>\n<p>&nbsp;<\/p>\n<p>Half of them do not have treatment like Kelly, for a disease that is entirely treatable, either because they are undiagnosed, unaware they should be diagnosed, or because treatment is unavailable or because it\u2019s too expensive.<\/p>\n<p>&nbsp;<\/p>\n<p>That is 400 million people who not only suffer but also cannot participate in or contribute to our societies as they wished.<\/p>\n<p>&nbsp;<\/p>\n<p>Colleagues,<\/p>\n<p>&nbsp;<\/p>\n<p>Today\u2019s discussion \u2013 with leading policymakers, doctors and healthcare providers, mental health experts and advocates \u2013 is not only an opportunity to join forces and learn from each other, and to show how to support the millions living with non-communicable diseases.<\/p>\n<p>&nbsp;<\/p>\n<p>It is also an opportunity to address the ballooning societal costs associated with NCDs.<\/p>\n<p>&nbsp;<\/p>\n<p>To understand that if we are working together, we not only make individual lives better, not only regional communities, but that this joint effort is in our own interest, the interest of every country, especially in every country\u2019s economic interests.<\/p>\n<p>&nbsp;<\/p>\n<p>In the two decades from 2011-2030, it is estimated that NCDs will cost the global economy a staggering $30 trillion.<\/p>\n<p>&nbsp;<\/p>\n<p>Factoring in mental health associated costs and lost productivity adds another $16 trillion.<\/p>\n<p>&nbsp;<\/p>\n<p>It\u2019s about economics in this situation. It\u2019s in the interest of everyone, especially strong economic powers.<\/p>\n<p>&nbsp;<\/p>\n<p>Clearly, these are challenges that affect all of us, and in the end the poorest suffer most.<\/p>\n<p>&nbsp;<\/p>\n<p>As I said at the opening in the General Debate:<\/p>\n<p>&nbsp;<\/p>\n<p>We tackle such \u2018borderless\u2019 challenges, not only out of altruism, but for our own mutual benefit, and even for our own self-interest.<\/p>\n<p>&nbsp;<\/p>\n<p>Helping others is what ultimately makes our own countries stronger.<\/p>\n<p>&nbsp;<\/p>\n<p>We work together, or we suffer alone.<\/p>\n<p>So, let\u2019s be better together.<\/p>\n<p>Thank you.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Remarks by the President of the General Assembly, H.E.
