\nAnnual Ministerial Meeting on Ä¢¹½ÊÓƵRWA<\/strong><\/p>\n

 <\/p>\n

Thank you, dear foreign ministers of Jordan, Spain and Brazil,<\/p>\n

Dear friends, good to see you again.
\nMr. Secretary General,
\nDear Commissioner General<\/p>\n

Excellencies,<\/p>\n

 <\/p>\n

Food,<\/p>\n

Shelter,<\/p>\n

Education,<\/p>\n

Health care.<\/p>\n

 <\/p>\n

As we have heard and as we all know, for seventy-six years, the United Nations Relief and Works Agency for Palestine Refugees in the Near East\u2014Ä¢¹½ÊÓƵRWA\u2014has been a lifeline for millions.<\/p>\n

 <\/p>\n

But as we also know, while the entire Ä¢¹½ÊÓƵ system is under strain, few agencies have been scrutinized as intensely as Ä¢¹½ÊÓƵRWA.<\/p>\n

 <\/p>\n

And what many of the critics have totally forgotten is that Ä¢¹½ÊÓƵRWA, as my colleagues have said, is doing so much more than what the focus is so rightly on now.<\/p>\n

 <\/p>\n

Before the war in Gaza Ä¢¹½ÊÓƵRWA was operating 183 schools educating 300,000 children.<\/p>\n

 <\/p>\n

In the West Bank, Ä¢¹½ÊÓƵRWA provided services to more than 912,000 registered refugees.<\/p>\n

 <\/p>\n

In Jordan, and I visited different sites there, Ä¢¹½ÊÓƵRWA\u2019s 25 health centers provides 1.6 million consultations annually.<\/p>\n

 <\/p>\n

In Lebanon, Ä¢¹½ÊÓƵRWA is the sole basic service provider in 12 official refugee camps.<\/p>\n

 <\/p>\n

And in Syria, where it operates 104 schools Ä¢¹½ÊÓƵRWA was able to sustain access to education for the vast majority of students despite damage to 40% of schools from the conflict in Syria, over years.<\/p>\n

 <\/p>\n

But like the Ä¢¹½ÊÓƵ itself, Ä¢¹½ÊÓƵRWA is under massive financial, political and operational pressure.<\/p>\n

 <\/p>\n

As of June 2025, Ä¢¹½ÊÓƵRWA had no reserves and faced a funding shortfall of about 200 million dollars.<\/p>\n

 <\/p>\n

The agency is not only being stretched to the last dollar but is also confronted with mounting obstructions.<\/p>\n

 <\/p>\n

Israeli authorities banned the Agency from operating in East Jerusalem, ordered Ä¢¹½ÊÓƵRWA to vacate premises, and closed several Ä¢¹½ÊÓƵRWA schools. Making also the situation for Israel itself and in Jerusalem more dangerous.<\/p>\n

 <\/p>\n

As noted in the Strategic Assessment of Ä¢¹½ÊÓƵRWA, commissioned by the Secretary-General under the Ä¢¹½ÊÓƵ80 initiative, Ä¢¹½ÊÓƵRWA has played an indispensable role in promoting regional stability, protecting refugee rights, and sustaining community resilience.<\/p>\n

 <\/p>\n

Yes, this specialized agency is not only part of the Ä¢¹½ÊÓƵ80 reform process but there was also the investigation by the Ä¢¹½ÊÓƵ\u2019s Office for International Oversight Services and the Colonna report.<\/p>\n

 <\/p>\n

And I would like to underline it because I know the discussion from back then very well. It is the strength of an organization to reflect on criticism and scrutinize its own work.<\/p>\n

 <\/p>\n

And we will hear in a minute again, the implementation of the Colonna report is ongoing.<\/p>\n

 <\/p>\n

And it underlines again why this institution is not only needed more than ever but also that it is capable of doing the reform the whole Ä¢¹½ÊÓƵ is doing.<\/p>\n

 <\/p>\n

And we also all know that Ä¢¹½ÊÓƵRWA was supposed to work temporarily but now it fulfills state-like obligations for decades.<\/p>\n

 <\/p>\n

Stopping its work would jeopardize the futures of more than half a million children who learn in Ä¢¹½ÊÓƵRWA\u2019s over seven hundred schools.<\/p>\n

 <\/p>\n

To starve Ä¢¹½ÊÓƵRWA of funds or to obstruct its operations is to invite further destabilization in Gaza, the West Bank, and beyond.<\/p>\n

 <\/p>\n

And also stopping Ä¢¹½ÊÓƵRWA now would mean that\u00a0 building future Palestinian institutions would become less likely, like the Foreign Minister of Jordan has said.<\/p>\n

 <\/p>\n

Therefore, it is so important that in a resolution adopted with a vast majority last December, the General Assembly has reaffirmed the importance of its unimpeded operation and provision of services for the well-being, protection and human development of the Palestine refugees and for the stability of the region.<\/p>\n

 <\/p>\n

And in the New York Declaration, which was just endorsed two weeks ago by 142 Member States, they also underlined the indispensable role of Ä¢¹½ÊÓƵRWA.<\/p>\n

 <\/p>\n

They expressed their commitment to continue supporting it, including through the appropriate funding, and encouraged the Agency to implement its mandate and implement the recommendations of the Colonna report.<\/p>\n

 <\/p>\n

We all know the situation in Gaza is just beyond words as the Foreign Minister of Jordan underlined.<\/p>\n

 <\/p>\n

 <\/p>\n

The humanitarian situation in Gaza is catastrophic and unacceptable.<\/p>\n

 <\/p>\n

I would also underline again what the Secretary General has said.<\/p>\n

 <\/p>\n

360 Ä¢¹½ÊÓƵRWA personnel gave their lives to protect others.<\/p>\n

 <\/p>\n

They are suffering. The Palestinian people are suffering.<\/p>\n

We all know the story about the Palestinian doctor treating children and then having to realize that her own boy was being transported to the hospital.<\/p>\n

 <\/p>\n

Since the collapse of the ceasefire on 18 March , more than one million people have been displaced across the Gaza Strip. We know the tragedy about the 18,000 children killed at least. And what if these were our children, wandering around in the rubble of their own homes, without their parents, searching for food. We would do everything to save them.<\/p>\n

 <\/p>\n

So I would like to underline the call on all Member States to do everything what we can do to fund Ä¢¹½ÊÓƵRWA. It is good that Member States came back for the funding. It is good that new Member States came to fund who didn\u2019t contribute before.<\/p>\n

 <\/p>\n

But we know all the numbers and we are looking at the numbers. So all those who came back and all those who joined should commit now also for the upcoming months.<\/p>\n

Because it\u2019s very clear that if Ä¢¹½ÊÓƵRWA collapses, the fragile hopes collapse as well. It would undermine the pursuit of a just and lasting solution of the Israeli Palestinian conflict; one based on international law; on the United Nations Charter and the relevant resolutions.<\/p>\n

 <\/p>\n

 <\/p>\n

Because the Israeli-Palestinian conflict cannot be resolved by endless war, permanent occupation, and recurrent terror.<\/p>\n

 <\/p>\n

It will only end when both Israelis and Palestinians are able to live side by side in peace, security and dignity, in their own sovereign and independent states.<\/p>\n

 <\/p>\n

A Palestinian state would mean also that Ä¢¹½ÊÓƵRWA would not be needed any longer.<\/p>\n

 <\/p>\n

Until that day we should never stop working for the two-state-solution. And never stop supporting Ä¢¹½ÊÓƵRWA.<\/p>\n

 <\/p>\n
