at the Side event \u201cThe Breath of Freedom\u201d marking the launch of a major international initiative led by Syria to eliminate any potential remnants of the Assad-era chemical weapons program.<\/strong><\/p>\n

Your Excellency Ambassador Olabi, Permanent Representative of Syria,<\/p>\n

Dear Under-Secretary-Generals,<\/p>\n

Excellencies,<\/p>\n

Ladies and gentlemen,<\/p>\n

 <\/p>\n

Over 1,000 dead in Ghouta\u2014asphyxiated by poisoned gas as they slept.<\/p>\n

 <\/p>\n

Hundreds more targeted, killed and injured in Khan Shaykhun and Douma.<\/p>\n

 <\/p>\n

Thousands remain alive but continue to suffer even more than 10 years later from debilitating health consequences.<\/p>\n

 <\/p>\n

In each case, the goal of the Assad regime was the same: to use chemical weapons to kill as many civilians\u2014children\u2014as possible and to strike fear into the hearts of those who lived to bear witness.<\/p>\n

 <\/p>\n

These were mothers. Fathers. Grandmothers. Children.<\/p>\n

 <\/p>\n

We see there in the exhibition, and some of them who survived I have known because they fled with their families to my home country, describing the unimaginable.<\/p>\n

 <\/p>\n

These blatant violations of human rights, international humanitarian law, and the chemical weapons prohibition regime shocked the global conscience.<\/p>\n

 <\/p>\n

But we must never allow that shock to paralyze us into inaction, even 10 or more years later.<\/p>\n

 <\/p>\n

I therefore deeply commend the new Syrian Government for taking strong action to eliminate all remaining chemical weapons from the previous regime\u2019s arsenal.<\/p>\n

 <\/p>\n

And for helping to provide justice for victims and survivors, one of them being now, Ambassador, as I just learned, at the OPCW. What a story of resistance.<\/p>\n

 <\/p>\n

Over the past year, Syria has increased cooperation with the OPCW and made progress in implementing the Nine-Point Action Plan for Syria \u2014 advancing transparency, humanitarian access, and the protection of civilians.<\/p>\n

 <\/p>\n

While challenges remain, these efforts signal an important shift toward constructive engagement and greater accountability, including through<\/p>\n

engagement with the International, Impartial and Independent Mechanism which is extremely important in enabling investigations not only, and this is important these days, into the blatant violations of human rights related to chemical weapons, but also into the thousands of other serious crimes under international law committed in Syria since 2011.<\/p>\n

 <\/p>\n

And you spoke about an emotional moment, and I must say this is one for me as well, because I will never forget walking through the torture chambers in Sednaya prison just four weeks after the fall of the Assad regime, and seeing literally proof of the most horrible things people can do to other human beings.<\/p>\n

 <\/p>\n

And we all know, there were hundreds of other places which also reinforce a fundamental and universal truth: without accountability, there can be no justice. And without justice there can be no lasting peace.<\/p>\n

 <\/p>\n

I therefore also commend the efforts to embrace this pathway to justice, together with international partners, the United Nations, and the broader international community, including through the launch of the major international initiative today.<\/p>\n

 <\/p>\n

Because the eradication of chemical weapons, in tandem with accountability for past crimes, is essential to building a just and inclusive society.<\/p>\n

 <\/p>\n

And also because the international community has a vital role to play in supporting this transition and ensuring the protection and participation of all Syrians from all backgrounds\u2014not only for the people but also for trust in the international system and our United Nations itself.<\/p>\n

 <\/p>\n

As you mentioned dear Ambassadors, celebrating especially in these times also the success stories of international cooperation.<\/p>\n

 <\/p>\n

As world leaders affirmed in the Pact for the Future, any use of chemical and biological weapons \u2014by anyone, anywhere, and under any circumstances\u2014is unacceptable, and therefore a joint and common international responsibility.<\/p>\n

 <\/p>\n

So today is not only a day to remember the victims of Ghouta, Khan Shaykhun and Douma, the children we see there displayed, but also a recommitment to eliminating chemical weapons once and for all.<\/p>\n

 <\/p>\n
