Excellencies,<\/p>\n

Distinguished delegates,<\/p>\n

 <\/p>\n

According to the latest report of the Secretary-General, as of January 2025,<\/p>\n

nearly 300,000 individuals were registered as internally displaced persons in Georgia.<\/p>\n

 <\/p>\n

This figure reminds us of the scale and persistence of this continuing humanitarian challenge.<\/p>\n

 <\/p>\n

Behind these numbers are real people whose lives remain marked by displacement.<\/p>\n

 <\/p>\n

Indeed, the Secretary-General\u2019s report speaks to the human cost felt by those living along the administrative boundary lines, where restrictions on movement continue to make ordinary acts of daily life exceptionally difficult, including humanitarian access.<\/p>\n

Those challenges are not mere abstractions.\u00a0 Put yourself in the shoes of someone who grew up in Abkhazia Georgia or the Tshinkavali region\/South Ossetia.<\/p>\n

 <\/p>\n

Imagine that you had to leave the region 15 years ago, given the constant barriers to living a full life, whether pursuing higher education, pursuing a job, going to the doctor, or simply moving about freely, leaving behind your grandparents who were not ready to leave the family farms they had known their whole lives.<\/p>\n

 <\/p>\n

Those same grandparents today live their lives surrounded by video cameras, fences, and sound detectors, unable to receive the urgent medical support they need because movement across the administrative boundary lines has been severely restricted, subject to special permits and, in some cases, remains limited to an only 10-day window each month.<\/p>\n

 <\/p>\n

Or imagine waiting throughout your childhood to finally return, only to find that you cannot.<\/p>\n

 <\/p>\n

Restrictions have become a way of life: you cannot freely visit your family, tend to family grave sites, return to old places of worship, or reach the land, water sources, markets and livelihoods that were once home.<\/p>\n

 <\/p>\n

That is why the resolution before us is not simply a political document, but a reaffirmation that respect for the United Nations Charter and the resolutions of the General Assembly is not optional, and that \u00a0all internally displaced persons and refugees in Georgia, and their descendants, have a right to return to their homes, including through the development of a timetable to ensure their voluntary, safe, dignified and unhindered return.<\/p>\n

 <\/p>\n

In this regard, it is essential all parties to act in accordance with international law, including the principles of the Charter and the relevant resolutions of the General Assembly, including resolution 79\/292.<\/p>\n

 <\/p>\n

Giving meaning to these principles includes sustained attention to the humanitarian and human rights situation in all affected areas in Abkhazia, Georgia and the Tskhinvali region\/South Ossetia, Georgia.<\/p>\n

 <\/p>\n

Humanitarian actors must be able to reach those most in need in these affected areas, including the elderly, women and children, who often face heightened risks in situations of displacement and insecurity.<\/p>\n

 <\/p>\n

The same principles require us to be clear on the foundations of peace: adhering to the principles of the Ä¢¹½ÊÓƵ Charter, in particular the commitment of all Member States to the sovereignty, independence, and territorial integrity of Georgia within its internationally recognized borders, as reaffirmed in Security Council resolutions on Georgia.<\/p>\n

 <\/p>\n

As we continue diplomatic efforts, the Geneva International Discussions remain an important format for dialogue.<\/p>\n

 <\/p>\n

Efforts through that process should be strengthened to advance lasting peace, security and human rights protection.<\/p>\n

 <\/p>\n

The task before us is therefore not only to adopt resolutions, but to give them meaning.<\/p>\n

 <\/p>\n
