Annalena Baerbock<\/strong><\/p>\n<p style=\"text-align: center\"><strong>President of the 80<sup>th<\/sup> Session of the United Nations General Assembly <\/strong><\/p>\n<p style=\"text-align: center\"><strong>at the b<\/strong><strong>riefing by the Head of the Independent Institution on Missing Persons in the Syrian Arab Republic (IIMP) to the General Assembly <\/strong><\/p>\n<p style=\"text-align: center\"><strong>22 July 2026<\/strong><\/p>\n<p style=\"text-align: center\"><strong>[As Delivered]<\/strong><\/p>\n<p>Assistant Secretary-General Quintana,<\/p>\n<p>Excellencies,<\/p>\n<p>Distinguished delegates,<\/p>\n<p>&nbsp;<\/p>\n<p>I begin by commending the work of the Independent Institution on Missing Persons in the Syrian Arab Republic.<\/p>\n<p>&nbsp;<\/p>\n<p>An Institution established by this Assembly through resolution 77\/301, in recognition that the search for the missing is a cornerstone of transitional justice, inseparable from truth, accountability and reconciliation.<\/p>\n<p>&nbsp;<\/p>\n<p>And whose work becomes ever more important with each passing month since the fall of the Assad dictatorship in December 2024.<\/p>\n<p>&nbsp;<\/p>\n<p>Because, for families missing a loved one, the horror did not end, in December 2024.<\/p>\n<p>&nbsp;<\/p>\n<p>Almost every family in Syria has a loved one, perhaps a daughter or son, a sister or brother, an uncle, a parent or a spouse, whose fate and whereabouts remain unknown.<\/p>\n<p>&nbsp;<\/p>\n<p>The missing are still missing.<\/p>\n<p>&nbsp;<\/p>\n<p>Without answers, the effects of conflict will continue to haunt their daily lives and undermine peace.<\/p>\n<p>&nbsp;<\/p>\n<p>It is precisely to help provide those answers that the Independent Institution on Missing Persons in the Syrian Arab Republic was given a mandate as clear as it is vital:<\/p>\n<p>&nbsp;<\/p>\n<p>To clarify the fate and whereabouts of all missing persons in Syria and to provide adequate support to their families &#8211; who should not be treated as passive recipients of information, but as active participants who can contribute what they know, and serve as partners in the search for their loved ones.<\/p>\n<p>&nbsp;<\/p>\n<p>And sometimes we forget about the uniqueness of this place. This is especially here. Because this is one of the institutions which was founded not only by you, by the Member States, but also by the missing families themselves.<\/p>\n<p>&nbsp;<\/p>\n<p>I therefore encourage the Syrian authorities to embrace this cooperation fully for what it is: support for the Syrian people through an Institution established not only by the international community and this Assembly &#8211; but also, uniquely &#8211; through the sustained advocacy and involvement of Syrian families.<\/p>\n<p>&nbsp;<\/p>\n<p>The delay in responding to the Institution\u2019s request to establish an office in Damascus &#8211; which has remained outstanding for more than a year &#8211; since May 2025, frankly speaking, carries a human cost.<\/p>\n<p>&nbsp;<\/p>\n<p>Every month without answers deepens the anguish of families.<\/p>\n<p>&nbsp;<\/p>\n<p>A rotational presence cannot substitute for a permanent one.<\/p>\n<p>&nbsp;<\/p>\n<p>Families cannot be left waiting because cooperation has stalled.<\/p>\n<p>&nbsp;<\/p>\n<p>Indeed, calls for cooperation and offers of assistance from the United Nations should not be regarded as an attack.<\/p>\n<p>&nbsp;<\/p>\n<p>Any country emerging from years of conflict will face immense demands on limited resources: rebuilding schools and hospitals, restoring public services, strengthening institutions and meeting the immediate needs of its people.<\/p>\n<p>&nbsp;<\/p>\n<p>Ä¢¹½ÊÓƵ was built exactly for these moments, to support Member States.<\/p>\n<p>&nbsp;<\/p>\n<p>I know it from the experience of my own country.<\/p>\n<p>&nbsp;<\/p>\n<p>We could have never done it alone.<\/p>\n<p>&nbsp;<\/p>\n<p>Ä¢¹½ÊÓƵ can bring valuable expertise, capacity and resources to support these efforts.<\/p>\n<p>&nbsp;<\/p>\n<p>And when it comes to finding missing persons, the scale and complexity of the task require a collective effort involving the United Nations, other international organisations, national authorities, civil society and families.<\/p>\n<p>&nbsp;<\/p>\n<p>The Independent Institution has made important progress in laying the foundations for such cooperation.<\/p>\n<p>&nbsp;<\/p>\n<p>It has prioritized engagement with relevant partners, including United Nations entities, the International Committee of the Red Cross, the International Commission on Missing Persons and national authorities.<\/p>\n<p>&nbsp;<\/p>\n<p>This includes its cooperation with the Syrian National Commission on Missing Persons, which depends, in turn, on the full engagement of the Syrian Government, whose partnership is indispensable to a nationally led search.<\/p>\n<p>&nbsp;<\/p>\n<p>This cooperation between national and international experts is an asset &#8211; and should be recognised as such.<\/p>\n<p>&nbsp;<\/p>\n<p>As several governments have highlighted, in countries including Mexico, Colombia, Bosnia and Herzegovina, Argentina and many many more, the search for missing persons has often taken years, sometimes decades.<\/p>\n<p>&nbsp;<\/p>\n<p>Yet progress has been possible only through sustained national commitment, international expertise and the patient examination of records, testimony and forensic evidence.<\/p>\n<p>&nbsp;<\/p>\n<p>Forensic expertise, in particular, is one of the distinct benefits that international support, including through the Independent Institution, can provide.<\/p>\n<p>&nbsp;<\/p>\n<p>Seeking such support and expertise is therefore an asset.<\/p>\n<p>&nbsp;<\/p>\n<p>It is a proactive and responsible step by any government committed to transitional justice and to securing the cooperation that this task requires.<\/p>\n<p>&nbsp;<\/p>\n<p>What families in Syria need, as I have heard very very often from families themselves, is not another workshop here in New York or in Geneva or somewhere else, but action on the ground, where they live.<\/p>\n<p>&nbsp;<\/p>\n<p>No single institution possesses every record, every testimony or every piece of evidence needed to establish what happened to all those who remain missing.<\/p>\n<p>&nbsp;<\/p>\n<p>Information held by different actors can serve families only if it is shared and used through coordinated and complementary efforts, drawing on specialised resources, including forensic expertise.<\/p>\n<p>&nbsp;<\/p>\n<p>And that is why I call on all Member States to support among others, the work of the Independent Institution on Missing Persons in Syria, the National Commission, and all relevant actors engaged in the search.<\/p>\n<p>&nbsp;<\/p>\n<p>Moreover, that is why I call especially on the Syrian authorities to honour their promises, not only to the international community, but above all to the people of Syria.<\/p>\n<p>&nbsp;<\/p>\n<p>And to ensure that the end of the Assad dictatorship becomes a moment of relief for all one day, including the families of the missing, who are still asking a direct and deeply human question:<\/p>\n<p>&nbsp;<\/p>\n<p><strong><em>What happened to our loved ones?<\/em><\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>They deserve answers.<\/p>\n<p>&nbsp;<\/p>\n<p>And they deserve our common sustained attention, cooperation and support.<\/p>\n<p>&nbsp;<\/p>\n<p>Thank you.<\/p>\n<p>&nbsp;<\/p>\n<p>Watch Full Broadcast <a href=\"https:\/\/webtv.un.org\/en\/asset\/k1v\/k1vcdv0re2\">Here.<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>&nbsp;
