Dans la D\u00e9claration de la R\u00e9union de haut niveau sur l&rsquo;\u00e9tat de droit, les \u00c9tats Membres ont condamn\u00e9 le terrorisme sous toutes ses formes et dans toutes ses manifestations quels qu&rsquo;en soient les auteurs, le lieu et les motifs, comme l&rsquo;une des menaces les plus graves contre la paix et la s\u00e9curit\u00e9 internationales. Ils ont \u00e9galement r\u00e9affirm\u00e9 que toutes les mesures de lutte contre le terrorisme devaient \u00eatre conformes aux obligations incombant aux \u00c9tats au regard du droit international <div class=\"fusion-fullwidth fullwidth-box fusion-builder-row-1 hundred-percent-fullwidth non-hundred-percent-height-scrolling\" style=\"--awb-border-radius-top-left:0px;--awb-border-radius-top-right:0px;--awb-border-radius-bottom-right:0px;--awb-border-radius-bottom-left:0px;--awb-overflow:visible;--awb-flex-wrap:wrap;\" ><div class=\"fusion-builder-row fusion-row\"><div class=\"fusion-layout-column fusion_builder_column fusion-builder-column-0 fusion_builder_column_1_1 1_1 fusion-one-full fusion-column-first fusion-column-last fusion-column-no-min-height\" style=\"--awb-bg-size:cover;--awb-margin-bottom:0px;\"><div class=\"fusion-column-wrapper fusion-flex-column-wrapper-legacy\">[par. 26].<\/p>\n<p>Outre leur co\u00fbt humain d\u00e9vastateur en termes de vies perdues ou affect\u00e9es de mani\u00e8re permanente, les actes terroristes d\u00e9stabilisent les gouvernements et portent atteinte au d\u00e9veloppement \u00e9conomique et social. Face \u00e0 cette menace, la communaut\u00e9 internationale a progressivement, au fil de cinq d\u00e9cennies, mis en place un cadre juridique antiterroriste universel. Ce cadre comprend <a href=\"http:\/\/www.un.org\/fr\/terrorism\/instruments.shtml\">19 instruments juridiques antiterroristes<\/a> universels et un certain nombre de r\u00e9solutions du Conseil de s\u00e9curit\u00e9 de l&rsquo;Organisation des Nations Unies sur le sujet. Le Conseil a abord\u00e9 la question du terrorisme plusieurs r\u00e9solutions et il a impos\u00e9 des sanctions et cr\u00e9\u00e9 des organes subsidiaires antiterroristes. Il a aussi cr\u00e9\u00e9 le <a href=\"http:\/\/www.un.org\/fr\/sc\/ctc\/\">Comit\u00e9 contre le terrorisme<\/a>.
