In the Declaration of the High-level Meeting on the Rule of Law, Member States recognized the importance of strengthening justice and security institutions that are accessible and responsive to the needs and rights of all individuals and which build trust and promote social cohesion and economic prosperity

[para. 11]. Security sector reform (SSR) aims at improving safety through enhancing the effectiveness and accountability of security institutions controlled by civilians and operating according to human rights and the rule of law.<\/p>\n

The SSR Unit in DPKO<\/a> serves as the focal point and technical resource capacity on SSR for the United Nations system and national and international partners. In 2007, the Secretary-General established an Inter-Agency\u00a0SSR Task Force<\/a> and co-chaired by\u00a0DPKO<\/acronym><\/a> Ä¢¹½ÊÓƵDP<\/a>,<\/acronym>\u00a0with representation from 14 Ä¢¹½ÊÓƵ entities engaged in SSR.<\/p>\n
