In Northeast Afghanistan, tribal elders mediate disputes, guide governance, and shape security, making them central to community affairs. Their involvement is crucial for cooperation between local communities and international organizations. Open dialogue helps bridge gaps, ensuring government policies and directives reflect community needs.
Against this backdrop, the Principal Security Adviser in Afghanistan, Robert Marinovic and his team visited Kunduz on 17 February 2025 as part of outreach efforts led by the Ä¢¹½ÊÓƵAMA Kunduz Field Office. The visit included direct dialogue with 25 tribal leaders and five government representatives, including officials from the Provincial Governor¡¯s office, to discuss governance, development, and security challenges.
Meetings between the de-facto authorities and local elders are a regular practice in Kunduz, aimed at addressing local challenges. The Ä¢¹½ÊÓƵ in Kunduz maintains close coordination with authorities, facilitating humanitarian and development programmes.
Held at the Department of Borders and Tribal Affairs (DoBTA) in Kunduz City, the meeting provided an opportunity for local leaders to share their perspectives on government services, security concerns, and community needs. Discussions focused on strengthening cooperation between communities and authorities to improve governance and service delivery.
Addressing the group, Mr. Marinovic emphasized the importance of sustained dialogue between tribal elders, government institutions, and international partners. "These discussions ensure that policies reflect community realities and that local voices inform decision-making", he said.
He also noted that community acceptance is fundamental to the Ä¢¹½ÊÓƵ¡¯s ability to operate safely. Through the ¡°three Cs¡± approach¡ªCommunicate, Collaborate, and Coordinate¡ªtrust is built, aligning security efforts with local priorities. Community leaders welcomed the presence of Ä¢¹½ÊÓƵ personnel, recognizing the value of direct engagement in fostering cooperation.
As the discussion concluded, Mr. Marinovic thanked the elders for their insights, reaffirming Ä¢¹½ÊÓƵDSS¡¯s commitment to engaging with key local figures to align international efforts with community needs.
