The largest group of rights experts in the United Nations system stressed today that focus on the 2030 Agenda for Sustainable Development<\/a> should in no way become \u201cthe perfect excuse\u201d for Member States to give less priority to their binding human rights obligations, or to ignore the comprehensive protection that is at the core of international human rights instruments.<\/p>\n

\u201cRather than treating all 17 Goals<\/a> (SDGs<\/a>) in the 2030 Agenda on equal footing to protect the most marginalized and vulnerable and enhance their situation, we are already witnessing some goals getting more support than others,\u201d the experts said today in a joint statement<\/a> issued by the Office of the Ä¢¹½ÊÓƵ High Commissioner for Human Rights (OHCHR<\/a>).<\/p>\n

\u201cThe strong and urgent commitment to ensure that no one is left behind can only be realized if equally no human right is left behind,\u201d the experts said, stressing that effective implementation of the new 2030 Agenda <\/a>depends on its consistency with the overarching commitment to human rights, including the principles of accountability, non-discrimination and equality, in particular gender equality, and clear consideration of the primacy of States\u2019 human rights obligations.<\/p>\n

Their call comes as the Ä¢¹½ÊÓƵ High-level Political Forum on Sustainable Development<\/a> (HLPF) began yesterday its first meeting since the adoption of the 2030 Agenda last year. The Forum\u2019s session will run in New York through 20 July.<\/p>\n

\u201cThe 2030 Agenda addresses many pressing issues worldwide: poverty, rapid urbanization, hunger and malnutrition, unemployment, and inadequate access water and sanitation or ending HIV\/AIDS to name only a few. But it is, after all, a set of goals and targets not intended to replace international human rights obligations,\u201d the Ä¢¹½ÊÓƵ experts said.<\/p>\n

In the statement, they also warned that some Member States of the Ä¢¹½ÊÓƵ and sponsoring private actors are already \u201ccherry-picking\u201d goals and targets in the 2030 Agenda, and overlooking basic rights.<\/p>\n

\u201cFor example, it would be inconsistent with human rights to interpret the call for clean energy, or the upgrading of slums, without due and consistent protection against displacement of indigenous peoples and forced evictions of millions of urban dwellers, that can occur if policies are divorced from a human rights standards,\u201d they noted.<\/p>\n

The experts also said that the private sector\u2019s contribution to the 2030 Agenda must take place with due regard to its responsibility to do no harm and respect human rights.<\/p>\n

\u201cThe 2030 Agenda\u2019s explicit promise is to reach the most excluded groups first, hence we urge all participants in the HLPF to make this their compass in their deliberations,\u201d they concluded.<\/p>\n

Special Rapporteurs and independent experts are appointed by the Geneva-based Ä¢¹½ÊÓƵ Human Rights Council<\/a> to examine and report back on a specific human rights theme or a country situation. The positions are honorary and the experts are not Ä¢¹½ÊÓƵ staff, nor are they paid for their work.<\/p>\n
