  {"id":22811,"date":"2016-11-17T19:50:03","date_gmt":"2016-11-17T19:50:03","guid":{"rendered":"https:\/\/www.un.org\/sustainabledevelopment\/?p=22811"},"modified":"2018-04-22T11:55:46","modified_gmt":"2018-04-22T15:55:46","slug":"marrakech-we-need-everyone-ban-says-urging-society-wide-engagement-in-implementation-of-paris-climate-accord","status":"publish","type":"post","link":"https:\/\/www.un.org\/sustainabledevelopment\/blog\/2016\/11\/marrakech-we-need-everyone-ban-says-urging-society-wide-engagement-in-implementation-of-paris-climate-accord\/","title":{"rendered":"MARRAKECH: \u2018We need everyone,\u2019 Ban says, urging society-wide engagement in implementation of Paris climate accord"},"content":{"rendered":"<p>17 November 2016 \u2013 Rallying stakeholders gathered in Marrakech, Morocco, for the United Nations Climate Conference, known as \u2018<a href=\"http:\/\/newsroom.unfccc.int\/cop22marrakechinformationhub\/\">COP 22<\/a>,\u2019 <a href=\"https:\/\/www.un.org\/sg\/en\">Secretary-General<\/a> Ban Ki-moon today urged everyone \u2013 \u201cfrom the local to the global\u201d \u2013 including the private sector, cities and civil society, to get involved in the implementation of the <a href=\"http:\/\/newsroom.unfccc.int\/unfccc-newsroom\/finale-cop21\/\">Paris Agreement<\/a>.<\/p>\n<p>\u201cWe need everyone. And we need action from the local to the global. Partnerships should focus on results today \u2013 and make progress for the long-term. We have no time to waste, and much to gain, by acting now,\u201d Mr. Ban <a href=\"https:\/\/www.un.org\/sg\/en\/content\/sg\/statement\/2016-11-17\/secretary-generals-remarks-high-level-remarks-high-level-event\">told<\/a> a High-Level event on <a href=\"http:\/\/newsroom.unfccc.int\/climate-action\/\">Accelerating Climate Action<\/a>.<\/p>\n<p>The President of COP 22, Salaheddine Mezouar, Minister for Foreign Affairs and Cooperation of Morocco, noted that \u201cwithout minimizing the eminent responsibility of States,\u201d the contribution of non-State actors serves as a \u201cstructuring supplement\u201d to multilateral action against the impacts of climate change.<\/p>\n<p>Last December at the previous Conference, known as <a href=\"http:\/\/www.cop21.gouv.fr\/en\/\">COP 21<\/a>, 196 Parties to the Ä¢¹½ÊÓÆµFCCC adopted the Paris Agreement, so-named after the French capital <a href=\"https:\/\/www.un.org\/apps\/news\/story.asp?NewsID=52802\">where it was approved<\/a>. It aims to strengthen the global response to the threat of climate change by keeping the global temperature rise this century well below 2 degrees Celsius above pre-industrial levels and to pursue efforts to limit it to 1.5 degrees Celsius.<\/p>\n<p>The Agreement entered into force on 4 November 2016, in time for COP 22, which has been under way since 7 November.<\/p>\n<p>The <a href=\"http:\/\/newsroom.unfccc.int\/climate-action\/global-climate-action-agenda\/\">Global Climate Action Agenda<\/a>, launched formally in 2014 at <a href=\"http:\/\/unfccc.int\/meetings\/lima_dec_2014\/meeting\/8141.php\">COP 20<\/a>, in Lima, Peru, aims to mobilize non-State actors in addressing climate change.<\/p>\n<p>In Paris the next year, two <a href=\"http:\/\/newsroom.unfccc.int\/climate-action\/global-climate-action-agenda\/#Champions\">Climate Champions<\/a>, Laurence Tubiana, French Ambassador for climate change negotiations, and Hakima El Hait\u00e9, Moroccan Minister for the Environment, were appointed to accelerate joint action on the Agenda.<\/p>\n<div class=\"fusion-fullwidth fullwidth-box fusion-builder-row-1 hundred-percent-fullwidth non-hundred-percent-height-scrolling\" style=\"--awb-border-radius-top-left:0px;--awb-border-radius-top-right:0px;--awb-border-radius-bottom-right:0px;--awb-border-radius-bottom-left:0px;--awb-overflow:visible;--awb-flex-wrap:wrap;\" ><div class=\"fusion-builder-row fusion-row\"><div class=\"fusion-layout-column fusion_builder_column fusion-builder-column-0 fusion_builder_column_1_1 1_1 fusion-one-full fusion-column-first fusion-column-last fusion-column-no-min-height\" style=\"--awb-bg-size:cover;--awb-margin-bottom:0px;\"><div class=\"fusion-column-wrapper fusion-flex-column-wrapper-legacy\"><div id=\"attachment_22819\" style=\"width: 679px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.un.org\/sustainabledevelopment\/wp-content\/uploads\/2016\/11\/11-17-2016Champions.jpg\"><img decoding=\"async\" aria-describedby=\"caption-attachment-22819\" class=\"wp-image-22819 size-large\" src=\"https:\/\/www.un.org\/sustainabledevelopment\/wp-content\/uploads\/2016\/11\/11-17-2016Champions-1024x683.jpg\" alt=\"11-17-2016Champions\" width=\"669\" height=\"446\" \/><\/a><p id=\"caption-attachment-22819\" class=\"wp-caption-text\">Climate Champions Laurence Tubiana (right) and Hakima El Hait\u00e9 at the Ä¢¹½ÊÓÆµ Climate Conference in Marrakech (COP 22). Photo: Ä¢¹½ÊÓÆµFCCC<\/p><\/div>\n<p>\u201cWe have found committed partners, partners on the move, cooperative partners,\u201d said Ms. El Hait\u00e9 at the high-level meeting. \u201cThe business community understands that this is where future growth lies. Investors have realized that this is where sustainable returns can be found.\u201d<\/p>\n<p>Ms. Tubiana announced today the launch of the Marrakech Partnership for Global Climate Action, with the aim of ensuring that efforts are \u201cmore coherent, more continuous, and stronger.\u201d The Partnership \u201cbelongs to everyone, all those who seek to extend climate action. It will seek to create space for everyone to work together, remove barriers, understand solutions and see the future in a much more active and optimistic way,\u201d she added.<\/p>\n<p>For his part, Mr. Ban said the Action Agenda is \u201ccentral to this effort\u201d to implement the Paris Agreement on the ground. \u201cWe need to immediately drive a radical transformation of the global economy\u201d, he said, adding that the private sector has a key role to play.<\/p>\n<p>The Secretary-General went on to stress the importance of adaptation. Climate resilient innovations are needed to help billions of people adapt to increasing droughts, floods, temperatures and other impacts. \u201cAdaptation is not a luxury. It is a prudent investment in our future\u201d, he said.<br \/>\nThe Ä¢¹½ÊÓÆµ chief said he was pleased to see so many African countries mobilizing climate action, taking as an example the Adaptation of African Agriculture initiative. \u201cThis partnership will help create more resilient food systems on the continent and advance the Sustainable Development Goals (<a href=\"https:\/\/www.un.org\/sustainabledevelopment\/sustainable-development-goals\/\">SDGs<\/a>),\u201d he stated.<\/p>\n<p>Tuesday, at the <a href=\"https:\/\/www.un.org\/apps\/news\/story.asp?NewsID=55556\">opening<\/a> of the high-level segment of COP 22, dozens of Heads of State and Government showed a strong support for the implementation of the Paris Agreement.
