  {"id":22967,"date":"2016-11-21T18:48:52","date_gmt":"2016-11-21T18:48:52","guid":{"rendered":"https:\/\/www.un.org\/sustainabledevelopment\/?p=22967"},"modified":"2018-04-22T11:55:40","modified_gmt":"2018-04-22T15:55:40","slug":"marrakech-deepening-south-south-cooperation-driving-climate-action-among-developing-countries","status":"publish","type":"post","link":"https:\/\/www.un.org\/sustainabledevelopment\/blog\/2016\/11\/marrakech-deepening-south-south-cooperation-driving-climate-action-among-developing-countries\/","title":{"rendered":"MARRAKECH: Deepening South-South cooperation driving climate action among developing countries"},"content":{"rendered":"<p>14 November 2016 \u2013 South-South cooperation is growing, as developing countries are helping each other to address climate change, sustainable development and implementation of the <a href=\"http:\/\/newsroom.unfccc.int\/unfccc-newsroom\/finale-cop21\/\">Paris Agreement<\/a>, said senior United Nations officials and government Ministers at the Ä¢¹½ÊÓÆµ Climate Conference in Marrakech (<a href=\"http:\/\/newsroom.unfccc.int\/cop22marrakechinformationhub\/\">COP 22<\/a>).<\/p>\n<div class=\"container\">\n<div id=\"story-content\" class=\"row\">\n<div class=\"span8\">\n<div id=\"fullstory\">\n<p>\u201cIt is encouraging and inspiring to see how South-South Cooperation is gaining traction,\u201d said the Special Advisor of the Ä¢¹½ÊÓÆµ Secretary-General on the <a href=\"https:\/\/sustainabledevelopment.un.org\/post2015\/transformingourworld\">2030 Agenda<\/a> for Sustainable Development and Climate Change, Dr. David Nabarro, at the <a href=\"https:\/\/www.un.org\/sustainabledevelopment\/blog\/2016\/11\/high-level-forum-on-south-south-cooperation-on-climate-change\/\">High-Level Forum on South-South Cooperation on Climate Change<\/a>, one of the event\u2019s kicking off the second week of the 22nd Conference of Parties to the Ä¢¹½ÊÓÆµ Framework Convention on Climate Change (<a href=\"http:\/\/unfccc.int\/2860.php\">Ä¢¹½ÊÓÆµFCCC<\/a>).<\/p>\n<p>Dr. Nabarro stressed that the Climate Partnerships for the Global South, also known as Southern Climate Partnership Incubator (<a href=\"https:\/\/www.un.org\/sustainabledevelopment\/blog\/2016\/04\/scpi-launch\/\">SCPI<\/a>), initiated by Ä¢¹½ÊÓÆµ <a href=\"https:\/\/www.un.org\/sg\/\">Secretary-General<\/a> Ban Ki-moon, in the margins of the <a href=\"https:\/\/www.un.org\/apps\/news\/story.asp?NewsID=53752\">signinig ceremony<\/a> for the Paris Agreement, held at Ä¢¹½ÊÓÆµ Headquarters in New York this past April, \u201cis about making connections.\u201d The Paris Agreement entered into force on 4 November 2016.<\/p>\n<p>Ä¢¹½ÊÓÆµ has launched the SCPI to initiate, facilitate, and support partnerships that will help developing countries address climate change. \u201cSCPI is leveraging the Ä¢¹½ÊÓÆµ system to match the needs of developing countries with counterparts willing and able to meet them. Through the SCPI we can help each one to learn from the other,\u201d said Dr. Nabarro, adding that the SCPI has reviewed 300 good cases of bilateral, trilateral and plurilateral partnerships facilitated by the Ä¢¹½ÊÓÆµ, non-governmental organizations and multilateral development banks.<\/p>\n<p>The President of COP 22, Salaheddine Mezouar, Minister of Foreign Affairs and Cooperation of Morocco, underscored that the South-South cooperation is \u201cnot in opposition to North-South or South-North cooperation.\u201d Indeed, he said, through South-South cooperation, \u201cwe want to assure that countries of the South are taking charge, that they have much to share and much to bring to each other,\u201d he told the participants of the Forum.<\/p>\n<div class=\"carousel-inner\">\n<div class=\"item\"><a class=\"lightbox\" title=\"President of COP 22 Salaheddine Mezouar. Photo: Ä¢¹½ÊÓÆµFCCC<\/p>\n<\/div>\n<\/div>\n<\/div>\n<p>\u201cAs we are in a changing world, the balances of this new world also depend on the strengthening of South-South partnerships and South-South cooperation. <div class=\"fusion-fullwidth fullwidth-box fusion-builder-row-1 hundred-percent-fullwidth non-hundred-percent-height-scrolling\" style=\"--awb-border-radius-top-left:0px;--awb-border-radius-top-right:0px;--awb-border-radius-bottom-right:0px;--awb-border-radius-bottom-left:0px;--awb-overflow:visible;--awb-flex-wrap:wrap;\" ><div class=\"fusion-builder-row fusion-row\"><div class=\"fusion-layout-column fusion_builder_column fusion-builder-column-0 fusion_builder_column_1_1 1_1 fusion-one-full fusion-column-first fusion-column-last fusion-column-no-min-height\" style=\"--awb-bg-size:cover;--awb-margin-bottom:0px;\"><div class=\"fusion-column-wrapper fusion-flex-column-wrapper-legacy\">[Momentum in both these areas] will help move much faster and will also help developing countries find other levers to meet the challenges they face,\u201d he added.The Executive Secretary of Ä¢¹½ÊÓÆµFCCC, Patricia Espinosa reminded the Forum\u2019s participants that \u201cwhile it is clear that developed countries need to provide support to developing countries to reach their goals of the Paris [that accord] also encourages complimentary support such as South-South cooperation.\u201d Indeed, South-South cooperation is rapidly becoming an integral component of international cooperation to address climate change.<\/p>\n<p>Dr. Nabarro thanked China for its leadership and generous support to advance South-South cooperation and \u201cfor bringing together action on climate and action on sustainable development in such a decisive way.\u201d Today\u2019s Forum was co-hosted by China, Morocco and the Ä¢¹½ÊÓÆµ.<\/p>\n<p>He cited China\u2019s flagship programme, the South-South Cooperation Fund on climate change, which \u201cis expanding the capacities of more developing countries to engage in this kind of collaboration.\u201d He also stressed China\u2019s significant contributions towards regional and global low-carbon transition with a solar alliance and the Africa Renewable Energy Initiative (AREI).
