Pandemic influenza outbreaks have been predictably unpredictable in the years since 1918, <a href=\"https:\/\/www.who.int\/influenza\/pandemic-influenza-an-evolving-challenge\/en\/\">says the World Health Organization<\/a> (WHO). The only certainty is that they are always global, and need a global response &#8211; supported by mobilization of partnerships and resources.<\/p>\n<p><a href=\"https:\/\/www.who.int\/whr\/2003\/chapter5\/en\/\">New diseases<\/a> have been emerging at the unprecedented rate of one a year for the last two decades, and this trend is certain to continue. Here, we look at a small fraction of past pandemics and outbreaks, and the importance of solidarity, international cooperation and partnerships to prevent, detect and respond to these global challenges, while we tackle the immense challenges posed by the COVID-19 pandemic.<\/p>\n<\/div><div class=\"fusion-clearfix\"><\/div><\/div><\/div><div class=\"fusion-layout-column fusion_builder_column fusion-builder-column-1 fusion_builder_column_1_1 1_1 fusion-one-full fusion-column-first fusion-column-last\" style=\"--awb-padding-top:20px;--awb-padding-right:20px;--awb-padding-bottom:20px;--awb-padding-left:20px;--awb-bg-color:#f2f2f2;--awb-bg-color-hover:#f2f2f2;--awb-bg-size:cover;--awb-border-color:#e2e2e2;--awb-border-top:2px;--awb-border-right:2px;--awb-border-bottom:2px;--awb-border-left:2px;--awb-border-style:solid;\"><div class=\"fusion-column-wrapper fusion-column-has-shadow fusion-flex-column-wrapper-legacy\"><div class=\"fusion-text fusion-text-2\"><h3><strong>State of Immunization Today<\/strong><\/h3>\n<p>Even before the start of the COVID-19 pandemic, WHO and Ä¢¹½ÊÓÆµICEF reported that an estimated 20 million children worldwide \u2013 more than 1 in 10 \u2013 have been missing out on life-saving vaccines such as measles, diphtheria and tetanus, based on recent data.<\/p>\n<p>Although there is still no vaccine for COVID-19, children should continue to be immunized against other deadly and highly contagious vaccine-preventable diseases such as measles and polio, while following national and local guidance on protective measures, <a href=\"https:\/\/www.unicef.org\/immunization\/immunization-week\">says Ä¢¹½ÊÓÆµICEF<\/a>.<\/p>\n<p>During this year\u2019s <span style=\"color: #000000\"><a style=\"color: #000000\" href=\"https:\/\/www.who.int\/news-room\/campaigns\/world-immunization-week\/world-immunization-week-2020\">World Immunization Week <\/a><\/span>(24 to 30 April), WHO issued new guidance to help countries protect critical immunization services during COVID-19, \u201cso that ground is not lost in the fight against vaccine-preventable diseases.\u201d<\/p>\n<p><em>The science is clear:<\/em> vaccines, when they are available, are the most effective tool to prevent outbreaks.<\/p>\n<\/div><div class=\"fusion-clearfix\"><\/div><\/div><\/div><div class=\"fusion-layout-column fusion_builder_column fusion-builder-column-2 fusion_builder_column_1_1 1_1 fusion-one-full fusion-column-first fusion-column-last\" style=\"--awb-bg-size:cover;\"><div class=\"fusion-column-wrapper fusion-column-has-shadow fusion-flex-column-wrapper-legacy\"><div class=\"fusion-text fusion-text-3\"><p><a href=\"https:\/\/www.who.int\/emergencies\/diseases\/en\/\">Visit WHO\u2019s website<\/a>, for more information and a full list of disease outbreaks as well as its <a href=\"https:\/\/www.who.int\/news-room\/fact-sheets\/detail\/immunization-coverage\">global immunization coverage<\/a>. This milestone laid the foundation for stronger <a href=\"https:\/\/www.who.int\/bulletin\/volumes\/92\/5\/14-020514\/en\/\">national immunization programmes<\/a> worldwide, supporting the development of primary health care in many countries and creating momentum toward <\/span><a href=\"https:\/\/www.who.int\/news-room\/fact-sheets\/detail\/universal-health-coverage-(uhc)\"><span style=\"font-weight: 400\">Universal Health Coverage<\/span><\/a><span style=\"font-weight: 400\">.<\/span><span style=\"font-weight: 400\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">By 1990, through national immunization programmes, 80 per cent of the world\u2019s children were vaccinated against six major diseases &#8211; tuberculosis, diphtheria, pertussis, tetanus, measles and polio.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Moreover, the percentage of children receiving the diphtheria, tetanus and pertussis (DTP) vaccine is considered an indicator of strengthened national routine immunization services,<\/span> <a href=\"https:\/\/data.unicef.org\/topic\/child-health\/immunization\/\"><span style=\"font-weight: 400\">says Ä¢¹½ÊÓÆµICEF<\/span><\/a><span style=\"font-weight: 400\">. <\/span><span style=\"font-weight: 400\">By 2018, the vaccination coverage rate for DTP reached nearly 90 per cent from 72 per cent in 2000 and 20 percent in 1980.\u00a0<\/span><\/p>\n<\/div><div class=\"fusion-sep-clear\"><\/div><div class=\"fusion-separator fusion-full-width-sep\" style=\"margin-left: auto;margin-right: auto;width:100%;\"><div class=\"fusion-separator-border sep-single\" style=\"--awb-height:20px;--awb-amount:20px;border-color:#00adef;border-top-width:3px;\"><\/div><\/div><div class=\"fusion-sep-clear\"><\/div><div class=\"fusion-title title fusion-title-2 fusion-sep-none fusion-title-text fusion-title-size-one\" style=\"--awb-margin-top:1em;--awb-margin-top-small:0px;--awb-margin-right-small:0px;--awb-margin-bottom-small:20px;--awb-margin-left-small:0px;\"><h1 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"margin:0;--fontSize:33;line-height:1.10;\"><strong>II. United Nations photo: Sebastian Meyer\/ WHO Iraq<\/small><\/p>\n<p>Polio still exists in Afghanistan, Pakistan and Nigeria but its cases have decreased by more than 99 per cent since 1988, from over 350,000 to 33 reported cases in 2018, as a result of the global effort to eradicate the disease, <a href=\"https:\/\/www.who.int\/news-room\/fact-sheets\/detail\/poliomyelitis\">says WHO<\/a>.<\/p>\n<p>The push to immunize the world\u2019s children against polio, under the <span style=\"color: #046b99\"><strong><a style=\"color: #046b99\" href=\"http:\/\/polioeradication.org\/\">Global Polio Eradication Initiative<\/a><\/strong><\/span> (GPEI), spearheaded by WHO, Ä¢¹½ÊÓÆµICEF, Rotary International, the Centers for Disease Control and Prevention (CDC), GAVI and a group of international financial partners, was launched in 1988 with the support of 165 countries.<\/p>\n<p>Due to the equitable access to polio vaccination, more than 2.5 billion children have been <a href=\"http:\/\/polioeradication.org\/wp-content\/uploads\/2019\/08\/Polio-InvestmentCase-Report-20190819.pdf\">vaccinated since the launch of the partnership<\/a>, with help from some 20 million volunteers. Called one of the most ambitious global health programmes, the scale-up of the eradication effort &#8211; the core tenet of the partnership &#8211; <a href=\"http:\/\/polioeradication.org\/wp-content\/uploads\/2019\/08\/Polio-InvestmentCase-Report-20190819.pdf\">is said to have prevented<\/a> the paralysis of 18 million people and 900,000 deaths.<\/p>\n<\/div><div class=\"fusion-sep-clear\"><\/div><div class=\"fusion-separator fusion-full-width-sep\" style=\"margin-left: auto;margin-right: auto;width:100%;\"><div class=\"fusion-separator-border sep-single\" style=\"--awb-height:20px;--awb-amount:20px;border-color:#00adef;border-top-width:3px;\"><\/div><\/div><div class=\"fusion-sep-clear\"><\/div><div class=\"fusion-title title fusion-title-3 fusion-sep-none fusion-title-text fusion-title-size-one\" style=\"--awb-margin-top:1em;--awb-margin-top-small:0px;--awb-margin-right-small:0px;--awb-margin-bottom-small:20px;--awb-margin-left-small:0px;\"><h1 class=\"fusion-title-heading title-heading-left fusion-responsive-typography-calculated\" style=\"margin:0;--fontSize:33;line-height:1.10;\"><strong>III. Photo courtesy: Tan Tock Seng Hospital\/ WHO<\/small><\/p>\n<p>In 2003, the <a href=\"https:\/\/www.who.int\/csr\/sars\/en\/\">SARS outbreak<\/a> affected 26 countries, resulting in more than 8,000 cases and over 800 deaths. In response to the quickly spreading outbreak, WHO put in place a <a href=\"https:\/\/www.who.int\/whr\/2003\/chapter5\/en\/index5.html\">programme of global alert and rapid containment<\/a>. It issued emergency guidance for travelers and urged airlines to watch for and report illness among passengers who had traveled to affected areas.<\/p>\n<p>Moreover, the organization mobilized its network of over 250 technical institutions, deploying staff and resources to affected countries. <a href=\"https:\/\/extranet.who.int\/goarn\/\">Electronic networks<\/a> connecting WHO with countries and regions across the globe made it possible to use real-time information to control the spread of SARS.<\/p>\n<p>Five months after it began its spread, and without the use of vaccines, the <a href=\"https:\/\/www.who.int\/mediacentre\/news\/releases\/2003\/pr56\/en\/\">outbreak was declared contained<\/a> &#8211; showing that an outbreak <a href=\"https:\/\/www.who.int\/whr\/2003\/chapter5\/en\/\">can be contained<\/a> even without a curative drug or vaccine if existing interventions are tailored to the circumstances and backed by political commitment, says WHO.
