New York, 21 September 2026 ¡ª The Least Developed Countries Green Industrialization Facilitation (LDC-GIF) Mechanism was introduced at United Nations Headquarters in New York, on the sidelines of the 81st session of the United Nations General Assembly.
Led by the Government of T¨¹rkiye, the initiative is designed to help Least Developed Countries (LDCs turn green development opportunities into concrete projects. It will do so by connecting national priorities with the technology, technical expertise, project development support and financing needed to move projects forward.
To begin this work, the LDC-GIF will initially partner with 10 pilot LDCs, focusing on projects that are already bankable or close to bankability and have potential to advance green industrial development.
Green industrialization can create jobs and diversify economies
For LDCs, accelerating industrial development is critical to expanding productive capacity and creating opportunities for their growing populations. Medium- and high-technology industries account for only 8.4 per cent of manufacturing value added in LDCs, compared with 46.1 per cent globally.
Speaking at the dialogue, Ä¢¹½ÊÓÆµ Under-Secretary-General and High Representative Rabab Fatima said green industrialization can help LDCs build domestic value and participate in the industries and value chains of the future.
¡°Green industrialization can create jobs, build domestic value, diversify economies, and enable LDCs to move into the industries and value chains of the future,¡± she said.
Ms. Fatima stressed that the LDC-GIF should be grounded in country ownership, partnerships and results, with progress ultimately measured by projects prepared, technologies deployed, investment mobilized and decent jobs created.
Roland Mollerus, Managing Director of the Ä¢¹½ÊÓÆµ Technology Bank, highlighted the opportunities created by the global green transition for LDCs.
¡°The green transition is creating opportunities for new industries, technologies, markets and value chains,¡± he said.
He noted that turning these opportunities into results at scale will require collaboration among development partners, technology providers, development finance institutions, research centres and investors.
Official launch at COP31 under T¨¹rkiye's leadership
The high-level dialogue brought together T¨¹rkiye¡¯s Minister of Industry and Technology Mehmet Fatih Kac?r, COP31 President-Designate and Minister of Environment, Urbanization and Climate Change Murat Kurum, COP31 Climate High-Level Champion Samet A??rba?, Director General for EU and Foreign Affairs Ahmet Halit Hatip, and representatives of Ä¢¹½ÊÓÆµ entities and development and financial institutions.
The meeting marked a pre-launch of the LDC-GIF, providing an opportunity to discuss the proposed approach, identify potential partnerships and consider how existing sources of finance and project development support can be mobilized for LDC green industrialization priorities.
The mechanism will be officially launched at COP31 in Antalya, T¨¹rkiye, building on the discussions and partnerships initiated in New York.
