Identical letters dated 16 March 2026 from the Permanent Observer of the State of Palestine to the United Nations addressed to the Secretary-General, the President of the General Assembly and the President of the Security Council

In follow-up to my letter of 10 March, I am compelled once again to draw your attention to the war being waged by Israel, the occupying Power, against the Palestinian people throughout Occupied Palestine, including East Jerusalem, in grave violation of international law and United Nations resolutions and in blatant defiance of the international community. As a result, defenceless Palestinian civilians, including children, continue to be attacked, killed, injured and terrorized on a daily basis by both the Israeli occupying forces and terrorist settler militias.

Yesterday, Israeli soldiers perpetrated another gruesome murder of Palestinian civilians, executing four members of the same family in cold blood inside their vehicle in the town of Tammun, south of Tubas. The father, Ali Khaled Bani Odeh (age 37), his wife, Waad Bani Odeh (age 35), and two of their children, Mohammad (age 5) and Othman (age 7), who was blind and had special needs, were deliberately shot in the head and killed by the soldiers. Two of their other children, Mustafa (age 8) and Khaled (age 11), were left wounded by shrapnel and traumatized by the murder of their parents and brothers before being dragged out of the car and beaten by the soldiers. Another Palestinian family shattered, and two more children orphaned and scarred for life.

This attack came hours after a terrorist Israeli settler shot dead Amir Moatasem Odeh (age 28) and wounded two others, including Amir’s father, in the town of Qusrah, south of Nablus, an area repeatedly targeted by terrorist settler gangs.

Over the weekend, a man was violently abused and raped by the terrorist settlers in front of his family during their raid of Khirbat Humsah, in the northern Jordan Valley. According to testimonies, they have also beaten girls in the community and threatened to kill the children and rape the women.

In two other separate incidents, a 6-year-old girl, Sewar Al-Hathalin, sustained head injuries on 13 March after she was deliberately run over by a terrorist settler while she was playing outside her home in Khirbat Umm al-Khayr, a herding community in Masafer Yatta, south of Hebron, and, on 12 March, two Palestinians, Mamoun Badawi Rashdan (age 25) and Mohamad Ali Rashdan (age 24) were killed by Israeli occupying forces as their vehicle was passing along the road near Za‘tarah junction, south of Nablus.

In Gaza, and with complete disregard for the ceasefire agreement, Israel also continues its attacks on Palestinian civilians, killing, wounding and further destroying this already devastated part of Palestine. In the past week alone, 28 Palestinians were killed. In the past 24 hours, eight Palestinians were killed and many others injured as a result of an Israeli air strike targeting a vehicle in the central Gaza Strip, while four Palestinians were killed in separate Israeli air strikes on Nuseirat and Khan Yunis, three of them members of the same family, Kamal Ayyash, his wife, Halima, and their son, Ahmad.

Moreover, on 14 March, a Palestinian woman was shot and killed by Israeli occupying forces in Maghazi refugee camp, in the central Gaza Strip, and, on 13?March, another three Palestinians, including two children, were killed by the occupying forces east of Gaza City. A 5-year-old boy, Samih Shehab Marouf, was also killed by Israeli occupying forces in cold blood, on 12 March, after being shot with live ammunition in Bayt Lahyah, north of Gaza, while two others succumbed to the wounds they sustained in Israeli air strikes that targeted civilians several days ago.

Israel has also continued to impose strict restrictions on access to the Old City of Jerusalem, including its Aqsa Mosque/Haram al-Sharif, for 17 consecutive days, particularity during the holy month of Ramadan, thereby infringing on the freedom of worship and the historic and legal status quo at the holy sites, which must be protected. In this regard, we stress that Israel, the occupying Power, has no sovereignty over occupied East Jerusalem or any part of the land of the State of Palestine, and that its polices and measures are in grave breach of international law.

These acts are clearly not isolated incidents, but rather part of a systematic and comprehensive aggression tormenting and terrorizing the Palestinian people, aimed at forcibly displacing them from their land and ultimately at their erasure.

The continuation of these attacks is a direct result of the lack of accountability for Israel’s crimes in Occupied Palestine, which has only further emboldened the impunity and depravity of its extremist government and its occupying forces and settler militias.

Among other incidents, this impunity is starkly illustrated in Israel’s latest decision to drop charges against the Israeli soldiers who sexually abused a Palestinian detainee on camera in 2024. This decision, as described by Amnesty International, “marks yet another unconscionable chapter in the Israeli legal system’s long-standing history of granting impunity to perpetrators of grave crimes against Palestinians.” These crimes must be stopped and Israel’s brazen and complete disregard for international law, including humanitarian and human rights law, must be brought to an immediate end.

We thus renew our calls on the international community, including the Security Council, to uphold its legal and moral responsibilities and to take immediate and concrete measures to bring a halt to Israel’s impunity and stop this vicious cycle of violence and crime. The perpetrators of these heinous crimes and all other violations against the Palestinian people must be held accountable, whether government officials, Israeli occupying forces or terrorist settlers, and international protection must be urgently provided to the Palestinian people, including protection of their presence on their land, in accordance with international law and the relevant United Nations resolutions.

The present letter is in follow-up to our 886 previous letters regarding the ongoing crisis in the Occupied Palestinian Territory, including East Jerusalem, which constitutes the territory of the State of Palestine. Those letters, dated from 29?September 2000 () to 10 March 2026 (), constitute a basic record of the crimes being committed by Israel, the occupying Power, against the Palestinian people since September 2000. For all of these war crimes, acts of State terrorism and systematic human rights violations being committed against the Palestinian people, Israel, the occupying Power, must be held accountable and the perpetrators must be brought to justice.
