REMARKS TO HIGH-LEVEL MEETING ON THE TWO-STATE SOLUTION

Excellencies,

I thank Canada, France, Saudi Arabia and the United Kingdom for convening this meeting.

One year ago, many of your countries joined others in recognizing the State of Palestine.

In doing so, you also recognized that there is only one credible path to lasting peace and security for Palestinians and Israelis:

The two-State solution, based on the pre-1967 lines – in line with international law, relevant Security Council resolutions, and previous agreements.

This is also central to peace in the wider region.

Yet across the Occupied Palestinian Territory, the conditions for an independent, democratic, contiguous, viable and sovereign Palestinian State are being systematically erased.

As stated by the International Court of Justice, we have witnessed policies and practices amounting to unlawful and invalid annexation.

Israeli settlements in the Occupied Palestinian Territory are a flagrant violation of international law.

Yet nearly a decade after Security Council resolution 2334, settlement expansion is accelerating in the West Bank, including East Jerusalem.

Outposts are proliferating. And settler violence is skyrocketing to alarming levels.

Demolitions, evictions, displacement, land seizures, and violations of the status quo at the holy sites are creating an increasingly coercive environment, driving Palestinian families from their homes and their land – and raising the spectre of ethnic cleansing.

The advancement of the E1 settlement plan would deal a deathblow to the prospect of a contiguous and viable Palestinian State.

And in Gaza – for families surrounded by devastation and desperation – promises of a better future ring hollow if they are not matched by change on the ground.

The Peace Plan must be fully implemented.

Excellencies,

For Palestinians and all those who care about peace in the Middle East, support for two States must go beyond words.

Now more than ever, it must be reflected in policies, decisions and actions.

To halt settlement expansion. Prevent annexation. Support Palestinian institutions and their financial viability. And advance a credible political process towards ending the occupation and realizing Palestinian self-determination.

I welcome recent steps by several Member States in this direction.

Gaza and the West Bank, including East Jerusalem, must remain politically, economically and territorially integrated under a single, legitimate, sovereign Palestinian government.

The objective is clear: two independent, sovereign and democratic States, Israel and Palestine, living side by side in peace and security within secure and recognized borders – on the basis of pre-1967 lines, with Jerusalem as the capital of both States.

There is simply no alternative.

And time is running out.
