ON THE SITUATION IN THE MIDDLE EAST,?

INCLUDING THE PALESTINIAN QUESTION?

Mr.?President,?

Distinguished Council members,?

Ladies and gentlemen,?

?I?commend?Somalia?on its presidency of the Security Council?for?the month of January.??

I also welcome?Bahrain, Colombia,?the?Democratic Republic of?the?Congo, Latvia and Liberia?to the Council.?

?Today,?on?28 January, as the international community marks?for the first time?the International Day of Peaceful Coexistence, we are reminded that coexistence is not an abstract ideal.?

It is built, or broken, by concrete choices made?every day?on the ground.?

It rests on?the pillars of?respect for?the?rule of?law, for human dignity, and for the equal right of?peoples?to live in safety and freedom.?

?Against that backdrop, developments in the?Occupied Palestinian?Territory?over the past?three?months?run counter to peaceful?coexistence?and the pillars on which it is sustained.?

?The approval by Israel, the occupying power,?of?19?new settlements in the occupied West Bank,?including East Jerusalem,?including the re-establishment of settlements evacuated in 2005,?constitutes yet another massive grave breach?and?represents?a serious setback.?

These?illegal, colonial?actions?openly?seek?to?destroy the contiguity of the Palestinian land and?foreclose the possibility of?a viable, independent Palestinian State.?

Settlement expansion has no legal validity.?

Settlements?are illegal, as most recently ruled by the International Court of Justice, our highest court.?

Settlements?erode any remaining trust that negotiations can deliver a just outcome?for the Palestinian people.?

Meanwhile, settler violence in the occupied West Bank, including East Jerusalem,?continues to intensify, terrorizing civilians and entire communities.?

The pattern is clear.?

So is the impact.?

Fear, displacement, and the steady erosion of daily life, systematic coercion causing untold misery undermining the present and future.?

Accountability is essential?but non-existent under Israel’s?unlawful?occupation.?

?Equally?appalling?are recent measures targeting 蘑菇视频RWA.?

Laws that strip 蘑菇视频RWA of its privileges and immunities,?enable?the seizure?and destruction?of its facilities, and mandate the termination of essential services are incompatible with Israel’s obligations under international law, including the Charter of this Organization.?

蘑菇视频RWA is not an optional actor.?

It is a lifeline for millions of Palestine refugees.?

It is a subsidiary organ of the General Assembly, its mandate supported overwhelmingly by the international community as part of this organization’s permanent responsibility for the Palestine question until it is justly resolved. The International Court of Justice clearly reaffirmed this in its advisory opinion.?

Undermining its ability to function will deepen humanitarian suffering and?furthermore?destabilize an already fragile?region.?

?Meanwhile, the humanitarian situation in Gaza has grown even more desperate.?

Winter rains, flooding, and freezing temperatures are battering makeshift shelters and destroying fragile tents.?

Hundreds of thousands, an entire population?of displaced?people?are exposed to extreme cold, deprived of shelters and sustenance.?Many have already died, including?babies and children.?

?We are also gravely concerned?and reject?the decision?by Israel?to cancel the?permits?of dozens of international?NGOs?preventing their continued operation in the Occupied Palestinian Territory, further depriving the population of desperately needed?assistance.?

Restricting principled humanitarian actors at a time of overwhelming need?in Gaza?is?turning a humanitarian crisis into a?bigger?catastrophe, yet again.?

?Mr.?President,?

The?United Nations?Committee?on the Exercise of the Inalienable?Rights?of the?Palestinian?People?recall?the General Assembly resolution adopted on 12 December 2025?that?gives?strong support?to the ICJ advisory opinion on the obligations of Israel?regarding?its presence and activities in the occupied Palestinian territory.?

The resolution reaffirms core principles that?remain?as urgent as ever:?

• the inadmissibility of the acquisition of territory by force;?

• the centrality of international law;?

• and,?the necessity of a two-State solution based on the 1967 lines, with East Jerusalem as the capital of the?State of?Palestine.?

These are not slogans.?

They are?ob-li-ga-tions.?

?Distinguished Members,?

On this day dedicated to peaceful coexistence, the message should be clear.?

• Peace cannot coexist with annexation?and oppression.?

• Humanitarian access cannot coexist with obstruction.?

• And?coexistence itself?cannot survive without justice and accountability.?

The choice before us is not complicated:?

Uphold the law.?

Protect civilians.?

Protect Palestine.?

Demand the peace we long for, one that is just and lasting.?

If you do not, the?disastrous?alternative is a future of deepening?human suffering and?conflict that none of us?will?accept.?
