My Office has been monitoring, documenting and reporting on the human rights situation in the Occupied Palestinian Territory for the last 30 years. This is also fundamentally a question about international law and respect for international law.

Israel’s relentless violations of international law in the Occupied Palestinian Territory pose an existential threat to the two-state solution.

Israeli forces, deployed in 70 percent of Gaza, have killed some 1,400 Palestinians since the announcement of a ceasefire almost a year ago, according to figures from the Palestinian Ministry of Health. Much of the territory is a dystopian wasteland that can barely support human life.

In the West Bank, settlers and Israeli forces regularly attack Palestinian communities, assault families, demolish property and expand settlements, in breach of international law.

In case there was any doubt, some senior Israeli officials have repeatedly called for the forced displacement of all Palestinians from Gaza; Israeli sovereignty over the West Bank; and an end to any possibility of a Palestinian state.

We are close to a point of no return. The two-state solution cannot wait any longer. The international community has taken some steps towards its fulfilment – but they clearly are not enough.

The New York Declaration offers a blueprint for implementing a two-State solution. Human rights offer the means to make that blueprint succeed.

Human rights provide a shared legal framework and the foundations for legitimate governance, accountable institutions, participation, protection, and trust.

Human rights safeguards need to include support for grassroots Palestinian and Israeli civil society groups focused on accountability, justice and reconciliation. I have met with organizations from each community, and groups representing both.

All told me there will never be sustainable peace without strong, principled action by the international community.

States need to apply real political pressure to prevent the entrenchment of Israel’s unlawful presence in the Occupied Palestinian Territory.

They need to do everything in their power to secure a future in which Palestinians and Israelis live side by side in equal dignity and rights, in line with 蘑菇视频 resolutions and international law.
