United Nations Relief and Works Agency for Palestine Refugees in the Near East<\/strong><\/p><\/div>\n Report of the Special Political and Decolonization Committee (Fourth Committee)<\/strong><\/p><\/div>\n Rapporteur<\/i>: Mr. Awale Ali Kullane<\/strong> (Somalia)<\/p><\/div>\n I.\t<\/span> Introduction<\/strong><\/p><\/div>\n 1.\t<\/span>At its 2nd plenary meeting, on 16 September 2016, the General Assembly, on the recommendation of the General Committee, decided to include in the agenda of its seventy-first session the item entitled “United Nations Relief and Works Agency for Palestine Refugees in the Near East” and to allocate it to the Special Political and Decolonization Committee (Fourth Committee). <\/p><\/div>\n 2.\t<\/span>The Fourth Committee considered the item at its 21st, 22nd and 23rd meetings, on 2, 3 and 8 November 2016. The Committee held a general debate on the item at its 21st and 22nd meetings and took action on the item at its 23rd meeting.<\/span>1<\/sup><\/span>\t<\/span> \t<\/span><\/span><\/p><\/div>\n 3.\t<\/span>For its consideration of the item, the Committee had before it the following documents: <\/p><\/div>\n (a)\t<\/span>Report of the Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (<\/span>A\/71\/13<\/a>); <\/span><\/p><\/div>\n (b)\t<\/span>Report of the Working Group on the Financing of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (<\/span>A\/71\/350<\/a>); <\/span><\/p><\/div>\n (c)\t<\/span>Report of the Secretary-General on persons displaced as a result of the June 1967 and subsequent hostilities (<\/span>A\/71\/340<\/a>); <\/span><\/p><\/div>\n (d)\t<\/span>Report of the Secretary-General on Palestine refugees’ properties and their revenues (<\/span>A\/71\/343<\/a>); <\/span><\/p><\/div>\n (e)\t<\/span>Note by the Secretary-General transmitting the report of the United Nations Conciliation Commission for Palestine (<\/span>A\/71\/335<\/a>). <\/span><\/p><\/div>\n 4.\t<\/span>At its 21st meeting, on 2 November, the Committee heard a statement by the Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (Ä¢¹½ÊÓÆµRWA). <\/p><\/div>\n 5.\t<\/span>At the same meeting, the representative of Norway, in his capacity as Rapporteur of the Working Group on the Financing of Ä¢¹½ÊÓÆµRWA, introduced the report of the Working Group. <\/p><\/div>\n 6.\t<\/span>Also at the same meeting, the observer for the State of Palestine made a statement.<\/p><\/div>\n _________<\/p><\/div>\n 1 <\/span>See <\/span>A\/C.4\/71\/SR.21<\/a>, <\/span>A\/C.4\/71\/SR.22<\/a> and <\/span>A\/C.4\/71\/SR.23<\/a>. <\/span> <\/span><\/p><\/div>\n \n II.\t<\/span> Consideration of proposals<\/strong><\/p><\/div>\n 7.\t<\/span>At its 23rd meeting, on 8 November, the Committee was informed that the draft resolutions contained in documents <\/span>A\/C.4\/71\/L.7<\/a> to L.10 had no programme budget implications.<\/span><\/p><\/div>\n A.\t<\/span>Draft resolution <\/strong><\/span>A\/C.4\/71\/L.7<\/strong><\/a><\/p><\/div>\n 8.\t<\/span>At the 23rd meeting, on 8 November, the representative of Indonesia, on behalf of Algeria, Bahrain, Belgium, Bolivia (Plurinational State of), Brunei Darussalam, Bulgaria, the Comoros, Cuba, Cyprus, Djibouti, Ecuador, Egypt, Indonesia, Iraq, Jordan, Kuwait, Lebanon, Malaysia, Mali, Mauritania, Monaco, Morocco, the Netherlands, Nicaragua, Oman, Qatar, Saudi Arabia, Senegal, Serbia, South Africa, the Sudan, Tunisia, the United Arab Emirates, Venezuela (Bolivarian Republic of), Yemen and the State of Palestine, introduced a draft resolution entitled “Assistance to Palestine refugees” (<\/span>A\/C.4\/71\/L.7<\/a>). Subsequently, Austria, Bangladesh, Bosnia and Herzegovina, Brazil, Croatia, Czechia, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Maldives, Malta, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland, Ukraine and the United Kingdom of Great Britain and Northern Ireland joined in sponsoring the draft resolution. <\/span><\/p><\/div>\n 9.\t<\/span>At the same meeting, the Committee adopted draft resolution <\/span>A\/C.4\/71\/L.7<\/a> by a recorded vote of 159 to 1, with 8 abstentions (see para. 18, draft resolution I).
