Report of the Secretary-General<\/u><\/p><\/div>\n

<\/p>\n

(in pursuance of General Assembly resolution 41\/63 G)<\/p><\/div>\n

<\/p>\n

\n

1.\t<\/span>The present report is submitted in pursuance of General Assembly resolution 41\/63 G of 3 December 1986, the operative part of which reads as follows:<\/p><\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>"The General Assembly<\/u>,\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>"…\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>"1.\t<\/span>Reaffirms<\/u> the applicability of the Geneva Convention relative to the Protection of Civilian Persons in Time of War, of 12 August 1949, to the occupied Palestinian and other Arab territories occupied by Israel since 1967, including Jerusalem;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>"2.\t<\/span>Condemns<\/u> Israeli policies and practices against Palestinian students and faculties in schools, universities and other educational institutions in the occupied Palestinian territories, especially the opening of fire on defenceless students, causing many casualties;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>"3.\t<\/span>Condemns<\/u> the systematic Israeli campaign of repression against and closing of universities and other educational and vocational institutions in the occupied Palestinian territories, restricting and impeding the academic activities of Palestinian universities by subjecting the selection of courses, textbooks and educational programmes, the admission of students and the appointment of faculty members to the control and supervision of the military occupation authorities, in clear contravention of the Geneva Convention;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>"4.\t<\/span>Demands<\/u> that Israel, the occupying Power, comply with the provisions of that Convention, rescind all actions and measures against all educational institutions, ensure the freedom of those institutions and refrain forthwith from hindering the effective operation of the universities and other educational institutions;\n\t\t\t\t<\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>"5.\t<\/span>Requests<\/u> the Secretary-General to report to the General Assembly as soon as possible but not later than the beginning of its forty-third session on the implementation of the present resolution."\n\t\t\t\t<\/div>\n

<\/p>\n

\n

2.\t<\/span>On 23 January 1987, the Secretary-General addressed a note verbale to the Permanent Representative of Israel to the United Nations, in which he requested, in view of his reporting responsibilities under the resolution, that the Permanent Representative inform him of any steps which the Government of Israel had taken or envisaged taking in implementation of the relevant provisions of the resolution.<\/p><\/div>\n

<\/p>\n

\n

3.\t<\/span>On 17 June 1987, the Permanent Representative of Israel addressed to the Secretary-General the following reply:<\/p><\/div>\n

<\/p>\n

\n\t\t\t\t\t<\/span>"The position of the Government of Israel on this resolution was fully set out in a note verbale from the Acting Permanent Representative of Israel to the Secretary-General dated 2 July 1986, 1<\/u>\/ and in a statement by Israel's representative to the Special Political Committee dated 13 November 1986 (A\/SPC\/41\/SR.27)."\n\t\t\t\t<\/div>\n
