I am\u00a0seriously concerned by the\u00a0gravity and magnitude\u00a0of the attacks\u00a0directed\u00a0against\u00a0the\u00a0senior\u00a0management\u00a0of Ä¢¹½ÊÓƵRWA\u00a0in\u00a0the\u00a0Gaza\u00a0Strip\u00a0over the past week,\u00a0including\u00a0the assembly of a very large\u00a0protest in front of\u00a0the Ä¢¹½ÊÓƵRWA\u00a0Gaza\u00a0Field\u00a0Office compound\u00a0on Monday\u00a031 May 2021. The Agency notes with concern that some of the slogans, statements and parodies circulated in the last two days in particular, directly targeting the Director and Senior Deputy Director of Ä¢¹½ÊÓƵRWA Operations in Gaza are unacceptable and tantamount to threats to the safety and security of Ä¢¹½ÊÓƵRWA staff members.<\/p>\n

In addition, I am aware that certain news outlets have reported that \u201cPalestinian factions\u201d have declared the Director and Senior Deputy Director of Ä¢¹½ÊÓƵRWA Operations in Gaza\u00a0persona non grata<\/em>, something that Ä¢¹½ÊÓƵRWA was not formally notified of.\u00a0\u00a0Ä¢¹½ÊÓƵRWA senior staff continue to lead the Gaza field office.<\/p>\n

I have called the Director and\u00a0Senior\u00a0Deputy Director of Ä¢¹½ÊÓƵRWA Operations in Gaza to the Agency\u2019s Headquarters in East Jerusalem for consultations over the situation and steps to take to enable the continuation of all Ä¢¹½ÊÓƵRWA services.<\/p>\n

I hereby reiterate my and the Agency\u2019s full support to the Director and\u00a0Senior\u00a0Deputy Director of Operations in Gaza, and extend thanks to every single staff\u00a0member of the Gaza Field Office for their commitment and hard work during and after the 11-days hostilities.\u00a0The Gaza Field Office staff ensured that over 70,000 displaced people\u00a0who\u00a0found refuge in Ä¢¹½ÊÓƵRWA schools were\u00a0safe.\u00a0It took an immense team spirit to remain cohesive against such huge adversity, and the Agency salutes the enormous dedication of all colleagues, management, Area chiefs, Area staff, support colleagues, security guards and everyone else, many of whom lost loved ones and still continued to work. I also reiterate\u00a0my deep condolences go to those who lost loved ones.<\/p>\n

Ä¢¹½ÊÓƵRWA\u00a0has\u00a0unequivocally\u00a0condemned\u00a0the killing\u00a0and wounding of all\u00a0civilians, including Palestine refugees,\u00a0and has consistently called on all parties to ensure the protection of\u00a0civilians\u00a0during the recent hostilities in Gaza and the\u00a0recent escalation of violence in the West Bank, including East Jerusalem. \u00a0Ä¢¹½ÊÓƵRWA has recently reiterated, both at\u00a0the Ä¢¹½ÊÓƵ Security Council\u00a0that\u00a0the Agency is deeply concerned about the trauma and psycho-social impact that relentless airstrikes and rocket attacks have inflicted on civilians, especially children.<\/p>\n

Ä¢¹½ÊÓƵRWA strongly\u00a0protested and contested the position conveyed by the De Facto authorities in Gaza that they could no longer guarantee the safety and security of our staff. Regrettably, such a position by \u00a0left the Agency with no other choice than to ask the staff to leave the Gaza Strip as their security is of paramount priority to Ä¢¹½ÊÓƵRWA.<\/p>\n

In the aftermath of a devastating conflict and the urgent need to help Palestine refugees in Gaza feel safe, Ä¢¹½ÊÓƵRWA must be able to deploy all its staff and efforts without any fear for their safety and security. Ä¢¹½ÊÓƵRWA senior management, health, education, camp improvement and social workers are fully mobilized to respond to the immense needs of 1.4 million Palestine refugees as they arise after 11 days of hostilities. It is not possible for Ä¢¹½ÊÓƵRWA to deploy staff across Gaza without explicit safety and security guarantees that they will all be protected.<\/p>\n

In the immediate coming period, Ä¢¹½ÊÓƵRWA will focus on rehabilitating homes that have been destroyed, ensuring adequate cash and food assistance to those hit\u00a0hardest\u00a0by the conflict, and resume all its critical services, including the vaccination campaign against COVID-19.<\/p>\n

This\u00a0is a time for a strong Ä¢¹½ÊÓƵRWA, and any attempts to tarnish the reputation of the Agency or its staff can only undermine its ability to deliver critical services to\u00a0a\u00a0population whose needs are immense, and only growing, after the recent hostilities.<\/p>\n

To be able to do that, Ä¢¹½ÊÓƵRWA needs clear and unequivocal guarantees that its staff\u2019s safety and security will be protected at all times.<\/p>\n<\/div>\n<\/div>\n<\/div>\n

Background Information:\u00a0<\/strong><\/div>\n<\/div>\n

Ä¢¹½ÊÓƵRWA is confronted with an increased demand for services resulting from a growth in the number of registered Palestine refugees, the extent of their vulnerability and their deepening poverty. Ä¢¹½ÊÓƵRWA is funded almost entirely by voluntary contributions and financial support has been outpaced by the growth in needs. As a result, the Ä¢¹½ÊÓƵRWA programme budget, which supports the delivery of core essential services, operates with a large shortfall. Ä¢¹½ÊÓƵRWA encourages all Member States to work collectively to exert all possible efforts to fully fund the Agency\u2019s programme budget. Ä¢¹½ÊÓƵRWA emergency programmes and key projects, also operating with large shortfalls, are funded through separate funding portals.<\/p>\n

Ä¢¹½ÊÓƵRWA is a United Nations agency established by the General Assembly in 1949 and mandated to provide assistance and protection to some 5.7 million Palestine refugees registered with Ä¢¹½ÊÓƵRWA across its five fields of operation. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank, including East Jerusalem and the Gaza Strip achieve their full human development potential, pending a just and lasting solution to their plight. Ä¢¹½ÊÓƵRWA services encompass education, health care, relief and social services, camp infrastructure and improvement, protection and microfinance.<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"
