  {"id":297621,"date":"2024-06-25T12:51:28","date_gmt":"2024-06-25T16:51:28","guid":{"rendered":"https:\/\/www.un.org\/unispal\/?post_type=document&#038;p=297621"},"modified":"2024-10-10T15:28:15","modified_gmt":"2024-10-10T19:28:15","slug":"un-special-committee-on-israeli-practices-in-occupied-territories-concludes-field-mission","status":"publish","type":"document","link":"https:\/\/www.un.org\/unispal\/document\/un-special-committee-on-israeli-practices-in-occupied-territories-concludes-field-mission\/","title":{"rendered":"Ä¢¹½ÊÓÆµ Special Committee on Israeli practices in occupied territories concludes field mission"},"content":{"rendered":"<p>&nbsp;<\/p>\n<p>25 June 2024<\/p>\n<p>Special Committee\u2019s\u00a02023 full\u00a0<a id=\"OWAe9301e41-2e6c-5675-e3e3-7e7d4904cb50\" href=\"https:\/\/www.un.org\/unispal\/document\/report-of-the-special-committee-to-investigate-israeli-practices-affecting-the-human-rights-of-the-palestinian-people-and-other-arabs-of-the-occupied-territories-a-78-553-2\/\" target=\"_blank\" rel=\"noopener\" data-auth=\"NotApplicable\"><strong>report<\/strong><\/a><a id=\"OWA33d565b9-9e27-8e3c-ada0-0767f1598c29\" href=\"https:\/\/www.ohchr.org\/en\/documents\/thematic-reports\/a78553-report-special-committee-investigate-israeli-practices-affecting\" data-auth=\"NotApplicable\">.<\/a><\/p>\n<p>&nbsp;<\/p>\n<div class=\"node-news__body\">\n<div class=\"wysiwyg-content field field--name-body field--type-text-with-summary field--label-hidden field__item\">\n<p>A Ä¢¹½ÊÓÆµ Special Committee* appointed by the General Assembly to investigate Israeli practices in Palestinian and other Arab territories occupied by Israel since 1967, said it was horrified by violations against Palestinians in Israeli custody and levels of impunity for Israeli soldiers engaged in dehumanising, cruel and humiliating behaviour towards Palestinians, including women and children.<\/p>\n<p>\u201cSecurity personnel publicly and shamelessly share photos on social media platforms that violate the privacy and intimate sphere of Palestinian women, aimed at mocking, shaming and humiliating them,\u201d the Special Committee said in an end of mission\u00a0<strong><em><a id=\"OWA7643b8a7-1074-bc06-bdbf-a392de8652d5\" href=\"https:\/\/www.un.org\/unispal\/document\/end-of-mission-statement-of-the-un-special-committee-250624\/\" target=\"_blank\" rel=\"noopener\" data-auth=\"NotApplicable\">statement<\/a><\/em><\/strong>\u00a0concluding a visit to Amman.<\/p>\n<p>\u201cMultiple stakeholders reported a stark increase in sexual harassment, sexual abuse, the threat of rape, and rape itself, including with foreign objects, against men, women, and even children, and intimidation through the use of dogs by Israeli security forces,\u201d the Special Committee said.<\/p>\n<p>The Committee expressed concern about the impact of Israeli forces destroying the health care system systematically and comprehensively in Gaza, forcing women to give birth in dire conditions. It was alarmed to hear that the rate of miscarriages in Gaza has drastically increased. \u201cThis comes partly as a direct result of Israel\u2019s sustained bombing of healthcare facilities, and killings of medical personnel,\u201d it said.<\/p>\n<p>The Special Committee was briefed that Palestinians being held in prisons and detention centres, including thousands of detainees from Gaza, have little to no access to family, the International Committee of the Red Cross (ICRC), or legal and procedural safeguards guaranteed under international law.<\/p>\n<p>\u201cThe steep rise in cases of abuse filed against Israeli security officers, indicates that a systematic scheme of inhumane treatment is being executed as State policy to deprive Palestinians of their liberty,\u201d it said.<\/p>\n<p>Condemning the horrific war crimes that took place on 7 October 2023, the Committee also held equal condemnation for the Israeli State reaction. \u201cThe violent assault on Gaza has been indiscriminate, disproportionate, and callous in nature, cutting off life essential resources, in order to subjugate, dehumanise and collectively punish the Palestinian civilian population,\u201d the Committee said, expressing extreme concern about the impact the war in Gaza is having on future generations on both sides.<\/p>\n<p>The Special Committee spent significant time at Ä¢¹½ÊÓÆµRWA\u2019s Baqa\u2019a Camp for Gazan refugees in Amman, meeting school children, medical staff and educators. \u201cTo date 193 Ä¢¹½ÊÓÆµRWA staff have been killed. Their families and loved ones have also perished in the continuous bombardment of Gaza,\u201d the Committee said. \u201cThe international community must stand in solidarity with Ä¢¹½ÊÓÆµRWA through political and financial support, and increase funding through the Ä¢¹½ÊÓÆµ regular budget,\u201d it called, stressing Ä¢¹½ÊÓÆµRWA\u2019s mandate is inherently linked to the realization of Palestinians\u2019 rights under international law.<\/p>\n<p>The Committee called on Israel and Palestinian armed groups to urgently agree to a lasting ceasefire, release all hostages as well as detainees held arbitrarily, provide unfettered ICRC access to those in detention, and open all border crossings to allow life-saving humanitarian aid into Gaza at scale.<\/p>\n<p>\u201cIsrael must end its assault on the international rules-based system,\u201d the Committee stressed. \u201cWe call on all States and businesses providing assistance to prolong the occupation to cease these activities or risk being complicit in serious international human rights, humanitarian and criminal law violations, including possible genocide.\u201d<\/p>\n<p>The Committee expressed regret that Israel did not respond to its request for consultations or provide access to Israel, the occupied Palestinian territory or the occupied Syrian Golan.<\/p>\n<p>\u201cIsrael\u2019s persistent refusal to hold credible dialogue with the Ä¢¹½ÊÓÆµ Committee illustrates its unwillingness to be held accountable for the actions and policies it pursues in the occupied Palestinian territory,\u201d the Special Committee said.<\/p>\n<p>\u201cThe occupation of Palestine, and the apartheid system of injustice that serves it, cannot continue if there is to ever be a lasting peace between Israelis and Palestinians,\u201d the Special Committee said.<\/p>\n<p>The Committee will present its next report to the General Assembly in October 2024.<\/p>\n<\/div>\n<\/div>\n<div class=\"node-news__text-block\">\n<div class=\"field field--name-field-components-list field--type-entity-reference-revisions field--label-hidden field__items\">\n<div class=\"field__item\">\n<div class=\"paragraph-bg-color paragraph para-text container paragraph--type--text-component paragraph--view-mode--default\">\n<div class=\"para-text--description wysiwyg-content\">\n<p><strong>*\u00a0<\/strong><a id=\"OWAd9f652be-afee-f2b7-4de5-67cd71d3638c\" href=\"https:\/\/www.ohchr.org\/en\/countries\/palestine\/special-committee-reports\" data-auth=\"NotApplicable\"><strong>Ä¢¹½ÊÓÆµ Special Committee <\/strong><\/a><strong><a id=\"OWA620b998c-01a8-ee6d-c482-99e62b69927c\" href=\"https:\/\/www.ohchr.org\/en\/countries\/palestine\/special-committee-reports\" data-auth=\"NotApplicable\">to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories<\/a> <\/strong>was established by the Ä¢¹½ÊÓÆµ General Assembly in December 1968 to examine the human rights situation in the occupied Syrian Golan, the West Bank, including East Jerusalem and the Gaza Strip.<\/p>\n<p>The Special Committee is composed of three Member States: Malaysia, Senegal and Sri Lanka.
