Enclosed with that statement is the overarching Arab plan adopted at the League of Arab States summit for early recovery and reconstruction in Gaza, which was submitted by the Arab Republic of Egypt in full coordination with the State of Palestine and the Arab States on the basis of studies conducted by the World Bank and the United Nations Development Programme (see annex).<\/p>\n I should be grateful if you would have the present letter and its annex issued and circulated as a document of the General Assembly, under agenda items 34 and 35, and of the Security Council.<\/p>\n (Signed<\/em>) Jamal Fares Alrowaiei<\/strong><\/p>\n Ambassador<\/p>\n Permanent Representative<\/p>\n \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Letter dated 5 March 2025 from the Permanent Observer of the League of Arab States to the United Nations addressed to the Permanent Representative of Bahrain, Chair of the thirty-third session of the Council of the League of Arab States at the summit\u00a0level<\/strong><\/p>\n In keeping with the practice followed by the Group of Arab States whereby each ministerial or summit session of the Council of the League of Arab States, or the Chair of the Group of Arab States in New York, is charged with transmitting the relevant resolutions, communiqu\u00e9s or documents to the appropriate United Nations bodies by means of an official memorandum or letter from the Permanent Observer Mission of the League of Arab States to the United Nations; in accordance with Article 54 of the Charter of the United Nations; and given that Bahrain is the Chair of the thirty-third session of the Council of the League of Arab States at the summit level, I have the honour to transmit herewith the final version of Statement No. 14491 issued by the extraordinary Arab summit (the Palestine summit) held in the Arab Republic of Egypt on 4 March 2025. Enclosed with that statement are the plan for and report on early recovery, reconstruction and development in the Gaza Strip prepared by the Arab Republic of Egypt and adopted by the summit (see enclosures 2 and 3).<\/p>\n In accordance with the instructions of the secretariat of the League of Arab States and the relevant working methods of the Group of Arab States in New York, I should be grateful if you would transmit the present letter and its enclosures to Secretary-General and the President of the Security Council for issuance as a document of the General Assembly, under agenda items 34 and 35, and of the Security Council.<\/p>\n (Signed<\/em>) Maged Abdelfattah Abdelaziz<\/strong><\/p>\n Ambassador<\/p>\n Head of the Observer Mission, New York<\/p>\n Unofficial Translation<\/p>\n S\/E(25\/03)\/03-Fcorr.(14491)<\/p>\n <\/p>\n We, the leaders of the Arab States,<\/p>\n Driven by a profound awareness of the gravity of this critical juncture in our region\u2019s history \u2014 particularly concerning the Palestinian cause, which remains the central cause of the Arab world and a just cause embraced by all nations and peoples who aspire to peace, uphold justice as their guiding principle and freedom as their aspiration \u2014 we reaffirm our unity in the face of all attempts to erode the inalienable rights of the Palestinian people. We remain steadfast in our commitment to redressing the historic injustice inflicted upon them as a fundamental step toward a just peace, honouring the sacrifices of generations and saluting the unparalleled resilience of the Palestinian people, who for 15 months have endured relentless aggression and inhumane policies with unwavering defiance,<\/p>\n Affirming the outcomes of the Arab Summit held in Manama on May 16, 2024, and the principles enshrined in the Bahrain Declaration \u2014 which reaffirm our belief in the values of tolerance and coexistence, mutual respect among nations and peoples, the promotion of dialogue and understanding between religions, cultures, and civilizations, and the advancement of global peace and stability \u2014 we underscore the declaration\u2019s call for the deployment of a United Nations protection and peacekeeping force in the occupied Palestinian territory until the realization of the two-state solution. Guided by our steadfast dedication to solidarity and cooperation, we remain resolute in confronting the extraordinary challenges of this critical moment through a unified and collective approach,<\/p>\n We convened on Tuesday, March 4, 2025, corresponding to Ramadan 4, 1446, in Cairo, in response to the invitation of His Excellency President Abdel-Fattah El-Sisi, President of the Arab Republic of Egypt, and in coordination with His Majesty King of Bahrain Hamad Bin Isa Al Khalifa, President of the 33rd<\/sup> Ordinary Session at the Summit Level. This extraordinary summit was convened upon the request of the State of Palestine to address the recent grave developments relating to the Palestinian cause,<\/p>\n As we extend our profound respect and appreciation to the Palestinian people for their resilience and unwavering attachment to their land \u2014 manifested in the historic return of Gaza\u2019s residents to their homes, particularly in the northern part of the Strip, following the announcement of the entry into force of the ceasefire agreement \u2014 we reaffirm our steadfast commitment to implement all previous resolutions of the Council of the League of Arab States at the Summit Level concerning the Palestinian cause,<\/p>\n We, hereby, decide the following:<\/p>\n – The Republic of Tunisia affirms its support of the content of the Cairo Communiqu\u00e9 issued by the Extraordinary Arab Summit (Palestine Summit), with the exception of references to the \u201cJune 4, 1967 borders,\u201d the \u201ctwo-state solution,\u201d and \u201cEast Jerusalem.\u201d This position stems from Tunisia\u2019s unwavering commitment to the Palestinian cause and its steadfast support for the Palestinian people in their struggle to reclaim their legitimate and inalienable rights, foremost among which the establishment of an independent state with full sovereignty over the entirety of Palestine, with Jerusalem as its capital.<\/p>\n The Republic of Iraq affirms its support for the contents of the communiqu\u00e9 while registering its reservations regarding the terms \u201cJune 4, 1967 borders,\u201d the \u201ctwo-state solution,\u201d and \u201cEast Jerusalem,\u201d wherever they appear in the communiqu\u00e9, and any phrase that explicitly or implicitly designates the Israeli entity as a \u201cstate\u201d.
