{"id":312435,"date":"2025-10-22T14:29:16","date_gmt":"2025-10-22T18:29:16","guid":{"rendered":"https:\/\/www.un.org\/unispal\/?post_type=document&#038;p=312435"},"modified":"2025-10-23T14:50:01","modified_gmt":"2025-10-23T18:50:01","slug":"unrwa-statement-22oct25-2","status":"publish","type":"document","link":"https:\/\/www.un.org\/unispal\/document\/unrwa-statement-22oct25-2\/","title":{"rendered":"Ä¢¹½ÊÓƵRWA Commissioner-General on ICJ: I welcome the unambiguous ruling by the International Court of Justice today"},"content":{"rendered":"<p>&nbsp;<\/p>\n<p>22 October 2025<\/p>\n<p><em>From Philippe Lazzarini, the Ä¢¹½ÊÓƵRWA Commissioner-General as posted on his official X account (previously known as Twitter)<\/em><\/p>\n<p>I welcome the unambiguous <a href=\"https:\/\/www.un.org\/unispal\/document\/icj-advisory-opinion-22oct2025\/\" target=\"_blank\" rel=\"noopener\">ruling<\/a> by the International Court of Justice today stating that:<\/p>\n<ul>\n<li>Israel is under an obligation to agree to and facilitate relief schemes provided by the United Nations and its entities, in particular Ä¢¹½ÊÓƵRWA.<\/li>\n<li>Israel\u2019s claim that Ä¢¹½ÊÓƵRWA is infiltrated by Hamas was not substantiated, nor were allegations that Ä¢¹½ÊÓƵRWA is not a neutral organisation.<\/li>\n<li>There must be accountability for the killing of Ä¢¹½ÊÓƵRWA staff members, for the severe mistreatment of humanitarian staff in detention and for the destruction, damage and misuse of Ä¢¹½ÊÓƵRWA facilities.<\/li>\n<li>Ä¢¹½ÊÓƵRWA is the key humanitarian actor with a \u201cunique and sustained connection\u201d to the occupied Palestinian territories, whose operations must be facilitated rather than obstructed \u2014 particularly given the dire humanitarian conditions in Gaza.<\/li>\n<li>Providing every assistance to Ä¢¹½ÊÓƵRWA\u2019s mandated operations and activities in good faith is part of Israel\u2019s legal obligations as a Ä¢¹½ÊÓƵ Member State.<\/li>\n<\/ul>\n<p>With huge amounts of food and other life-saving supplies on standby in Egypt and Jordan, Ä¢¹½ÊÓƵRWA has the resources and expertise to immediately scale up the humanitarian response in Gaza and help alleviate the suffering of the civilian population.<\/p>\n<p><em><strong><a href=\"https:\/\/www.un.org\/unispal\/icj-and-question-of-palestine\/\" target=\"_blank\" rel=\"noopener\">To learn more about all ICJ cases related to the question of Palestine, click here to visit the dedicated webpage.<\/a><\/strong><\/em><\/p>\n<p><em>Related content:<\/em><\/p>\n<ul>\n<li><a href=\"https:\/\/www.un.org\/unispal\/document\/icj-press-release-22oct25\/\" target=\"_blank\" rel=\"noopener\">ICJ Press Release: The Court gives its Advisory Opinion and responds to the question posed by the General Assembly &#8211;
