Thirty-seventh session<\/strong><\/p>\n Agenda item 12<\/p>\n Report of the Economic and Social Council<\/strong><\/p>\n Assistance to the Palestinian people in Lebanon<\/strong><\/p>\n Report of the Secretary-General<\/strong><\/p>\n 1. At<\/span> its<\/span> second<\/span> regular<\/span> session<\/span> of<\/span> 1982,<\/span> the<\/span> Economic<\/span> and<\/span> Social<\/span> Council<\/span> adopted <\/span>resolution 1982\/48,<\/span>\u00a0the<\/span> operative<\/span> paragraphs<\/span> of<\/span> which read<\/span> as<\/span> follows:<\/span><\/p>\n “The<\/span> Economic<\/span> and<\/span> Social<\/span> council,<\/span><\/p>\n …<\/p>\n “1. Endorses<\/span> General<\/span> Assembly<\/span> resolution<\/span> ES-7\/5<\/a>,<\/span> in<\/span> which<\/span> the<\/span> Assembly <\/span>condemned<\/span> Israel for<\/span> its<\/span> non-compliance<\/span> with security<\/span> council-<\/span> resolutions <\/span>508<\/span> (1982)<\/span><\/a> of<\/span> 5<\/span> June<\/span> 1982<\/span> and<\/span> 509<\/span> (1982)<\/span><\/a> of<\/span> 6<\/span> June<\/span> 1982<\/span> and<\/span> stressed<\/span> its <\/span>support<\/span> for victims of the Israeli<\/span> invasion<\/span> of<\/span> Lebanon, which<\/span> inflicted<\/span> severe <\/span>damage<\/span> on<\/span> the civilian<\/span> population, including the<\/span> heavy<\/span> loss of<\/span> human<\/span> lives<\/span> and <\/span>social<\/span> and<\/span> economic<\/span> s<\/span>tructures,<\/span><\/p>\n “2. Calls upon<\/span> all Governments to provide, as a matter of urgency, emergency<\/span> assistance<\/span> to the Palestinians in<\/span> Lebanon;<\/span><\/p>\n “3.<\/span> Urges<\/span> <\/span>the relevant<\/span> programmes,<\/span> organizations,<\/span> agencies<\/span> and<\/span> organs<\/span> of <\/span>the<\/span> United Nations<\/span> system t<\/span>o initiate<\/span> and<\/span> provide, in<\/span> co-operation<\/span> with<\/span> the <\/span>Palestine Liberation Organization,<\/span>\u00a0urgent humanitarian assistance<\/span> to<\/span> the <\/span>Palestinians in<\/span> Lebanon;<\/span><\/p>\n “4.<\/span> Cal1s<\/span> upon<\/span> <\/span>Israel<\/span>\u00a0to<\/span> release<\/span> civilians<\/span> detained by<\/span> the Israeli <\/span>occupation army in<\/span> Lebanon<\/span> and<\/span> to<\/span> apply<\/span> f<\/span>ully to the civilians the<\/span>\u00a0Geneva <\/span>Conventions<\/span> relative to the Protection of Civilian Persons in Time of War;<\/p>\n “5.
