| General Assembly<\/strong><\/p>\n Seventy-eighth session<\/strong><\/p>\n Agenda item 34<\/p>\n The situation in the Middle East<\/strong><\/td>\n Seventy-eighth year<\/strong><\/td>\n<\/tr>\n <\/p>\n Letter dated 26 October 2023 from the Permanent Representative of the Russian Federation to the United Nations addressed to the Secretary-General, the President of the General Assembly and the President of the Security Council<\/strong><\/p>\n I have the honour to convey hereby an appeal of the State Duma of the Federal Assembly of the Russian Federation addressed to the United Nations and parliaments of the countries of the world in connection with the escalation of the Palestinian-Israeli conflict (see annex).<\/p>\n I would be grateful for the circulation of the present letter and its annex as a document of the General Assembly, under agenda item 34, and of the Security Council.<\/p>\n (Signed<\/em>) Vassily Nebenzia<\/strong><\/p>\n <\/p>\n Annex to the letter dated 26 October 2023 from the Permanent Representative of the Russian Federation to the United Nations addressed to the Secretary-General, the President of the General Assembly and the President of the Security Council<\/strong><\/p>\n [Original: Russian]<\/p>\n Appeal of the State Duma addressed to the United Nations and parliaments of the countries of the world in connection with the escalation of the Palestinian-Israeli conflict<\/strong><\/p>\n The deputies of the State Duma of the Federal Assembly of the Russian Federation appeal to the United Nations and parliaments of the countries of the world to take all possible measures without delay to immediately stop the bloodshed and the escalation of violence against civilians in the Palestinian-Israeli conflict and to prevent an unprecedented humanitarian catastrophe in the Middle East. The missile attack on 17 October 2023 against a hospital in Gaza that killed hundreds of innocent civilians, including women and children, has demonstrated the magnitude of the unfolding tragedy. Unjustified brutality and disproportionate use of force have already resulted in the deaths of several thousands of people. The use of barbaric methods to solve political problems by armed force has led to thousands of antisemitic and Islamophobic protests around the world.<\/p>\n We strongly condemn any violation by the parties to the conflict of international humanitarian law: the use of munitions prohibited by international treaties; carpet bombing; the targeting of civilian infrastructure, primarily medical, energy and water supply facilities; and the forced displacement of civilians.<\/p>\n Those perpetrating war crimes and crimes against humanity must be held accountable and receive the severest punishment.<\/p>\n We consider the policy of the collective West, led by the United States, whose actions are currently preventing the cessation of the conflict in the Middle East and are in every possible way fuelling the fire of war in this long-suffering region, to be immoral and reckless. Military supplies, billions of dollars allocated by the Biden Administration to Israel and United States aircraft carriers in Middle Eastern waters in no way contribute to the de-escalation of the conflict and are not aimed at stopping the deaths of thousands of citizens of Palestine, Israel and other countries in the area of hostilities. Attempts to mask the total failure of Washington\u2019s Middle East policy are doomed. The responsibility for the numerous irreplaceable casualties and the massive destruction of civilian infrastructure also lies with United States politicians who ignore the consensus decisions of the United Nations and impose the \u201crules\u201d for the settlement of political problems by force around the world.<\/p>\n The deputies of the State Duma call on parliamentarians of the countries of the world to make every possible effort to stop the hostilities in the conflict zone, to organize humanitarian corridors and to provide necessary assistance to the casualties and to the families of the deceased. Only by joining our efforts can we stop a new war in the Middle East and return to the negotiating table, which should be based on a balanced approach and the well-known decisions of the United Nations General Assembly and the United Nations Security Council.<\/p>\n V.V.
