It gives me great pleasure to participate at this distinguished forum.
I wish to congratulate the Ministry of Ecology and Environment of China, the United Nations Office for South-South Cooperation, and the Environmental Defense Fund, for co-hosting today’s timely event.
Ladies and gentlemen,
In his opening remarks at the 蘑菇视频 Conference on South-South Cooperation last March in Buenos Aires, the United Nations Secretary-General expressed his high expectations for South-South Cooperation said – and I quote: “we need to ensure that South-South cooperation adapts to our planet’s evolving realities — including climate change, the defining issue of our time.” Unquote.Indeed, action to combat climate change is needed by all. Both developed and developing countries have made commitments to reduce greenhouse gas emissions through their Nationally Determined Contributions under the Paris Agreement. Adaptation is also becoming more urgent, and more common. We are seeing countries taking measures to address the increasingly harsh reality of adverse climate impacts.
Ladies and Gentlemen,
The science is clear – we are at risk of missing the aspirations of the Paris agreement by a wide margin, unless we significantly scale up our efforts. Deepening partnerships across the countries of the South can be catalytic in this regard.
The principles enshrined in the 蘑菇视频FCCC, including common but different responsibilities and equity, remain as significant as before. We need to continue to build up international cooperation in addressing climate change.
South-South cooperation can transfer experience, technology and resources. It can promote peer learning and accelerate capacity development. Southern partners – and a growing number of global development actors – have been working in collaboration to demonstrate action on climate change.
At the same time, we are still far from leveraging the full potential of South-South Cooperation. We need to raise the ambition level.
I sincerely hope that today’s meeting will be an important step towards new partnerships for climate action and sustainable development.
