I would like to thank the President of the General Assembly for organizing this timely briefing.
Let me also thank Ms. Karen Abuzayd, Special Adviser of the Secretary General, for the excellent cooperation as well as Mr. Volker Turk for the support provided by his Office.
Let me address three issues that have been raised during the informal consultations regarding the ¡°global compact for safe, regular and orderly migration".
First, there have been questions about the process. We envision that the proposed global compact on safe, orderly and regular migration will address a whole range of issues related to migration and will be much broader in scope than the proposed refugee compact. Given the broad scope of the agreement on migration, the Secretary-General¡¯s report foresees a preparatory process of two years. Such a process would typically include regional preparations, multi-stakeholder consultations, and drafting sessions. Should the General Assembly decide to hold the conference in 2018, as proposed by the Secretary-General, it would need to decide the modalities for the conference as soon as possible.
Second, there have been questions about the content of the compact on migration. The report of the Secretary-General provides a list of possible elements of the global compact in paragraph 105. The global compact on migration could provide a framework for implementing the commitments made by Member States in 2015 to integrate migration into the SDGs, and in particular, target 10.7 to "facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies."
Presumably, the global compact would promote international cooperation on migration through a plan of action. This could be grounded in existing international instruments related to human rights, the rights of migrants, labour standards, the law of the sea, labour standards, migrant smuggling and human trafficking. It would strengthen international cooperation for migration and include practical measures to strengthen the contribution of migration to development. I hope that the political declaration adopted on 19 September will include a clear indication of the scope and content of this compact.
Third, how does the proposed conference relate to the Third High-level Dialogue on International Migration and Development? In resolution 69/229, the GA decided (a) to hold regular dialogues on migration, (b) to hold the third High-level Dialogue on International Migration and Development ¡°by no later than 2019¡±, and (c) to decide the modalities of the Third High-level Dialogue, as well as the periodicity of future high-level dialogues, during the 71st session of the GA.
Assuming that the international conference will be held in 2018, I believe that it would be preferable to hold the third high-level dialogue before rather than after the conference, given that the scope of a conference is significantly greater than for a dialogue. For instance, the HLD in early 2018 could function as a preparatory meeting for the conference later in 2018. This would help to ensure? the two initiatives are complementary, and avoid duplication and overlap.
