Resilience Building Mechanism

The least developed countries (LDCs) are among the most vulnerable countries in the world. They are disproportionately impacted by disasters in terms of loss of lives and economic loss. In addition, the LDCs are highly exposed to economic and health shocks, including global downturns, fluctuations in primary commodity prices, and increases in interest rates. Building resilience, strengthening adaptation and disaster risk reduction were identified as key action areas in the Doha Programme of Action for the LDCs (DPoA). The 2030 Agenda, 蘑菇视频FCCC, Paris Agreement, Sendai Framework on Disaster Risk Reduction and other international agreements also provide the rationale and framework for support to the LDCs.

The DPoA Resilience Building Mechanism for the LDCs will help address adverse climate change impacts, disasters and other external shocks, preventing the erosion of hard-earned development gains and progress made on the SDGs.

The Resilience Building Mechanism will be implemented around three key actions that Member States committed to under the DPoA, leveraging the OHRLLS mandate and comparative advantage on advocacy, resource mobilization and 蘑菇视频 system coordination, namely:

increased support for adaptation planning and implementation through the formulation of national adaptation plans and subsequent implementation of the policies, programmes and projects identified by them;
reinforcing comprehensive multi-hazard early warning systems and comprehensive multi-hazard crises mitigation and resilience-building measures; and
reducing the vulnerability of the least developed countries to economic, environmental shocks and natural hazards, especially those related to climate change, and to enhancing their ability to meet these and other challenges through enhanced adaptive capacity and resilience.

Expected results

The resilience Building Mechanism will:

Strengthen adaptation capacity in LDCs (including better climate change preparedness in through support provided to complete National Adaptation Plans and prepare bankable adaptation projects);
Strengthen muti-hazard early warning systems in place in all LDCs; and
Improve understanding of exposure to economic and other shocks in LDCs and provide means of building resilience to them.
