The Counter-Terrorism Committee (CTC) and its Executive Directorate (CTED) have unveiled their new assessment tools ¡ª the electronic Detailed Implementation Survey (e-DIS) and the revised Overview of Implementation Assessment (OIA) ¡ª which will greatly enhance their ability to identify and address gaps in Member States¡¯ implementation of the relevant Security Council resolutions on terrorism and strengthen the facilitation of technical assistance delivery to States in the context of a rapidly evolving global terrorist landscape.
Speaking at a side event held in the margins of the 2021 United Nations Counter-Terrorism Week, H.E. Mr. Tarek Ladeb, CTC Chair and Permanent Representative of Tunisia to the United Nations, recalled that, in renewing CTED¡¯s mandate in 2017, the Council had directed CTED to report to the Committee on potential ways to strengthen its assessment tools.
CTED had accordingly developed a sophisticated new portal, which had been approved by the Committee and was now ready to be deployed.
Assistant Secretary-General Mich¨¨le Coninsx, Executive Director of CTED, stressed that by introducing a new emphasis on data analytics and data visualization, the new portal would enable CTED to more effectively bring its findings and recommendations to the attention of Member States, donors, recipients, Ä¢¹½ÊÓƵOCT and other United Nations bodies.
Ä¢¹½ÊÓƵ Office of Counter-Terrorism (Ä¢¹½ÊÓƵOCT) expressed its full support for the new tools and noted that they would be useful for the design and planning of its capacity-building activities.
The assessment and analytics tools of the CTC and CTED also serve as key sources for the production of regularly updated global surveys of States¡¯ efforts to implement the relevant Security Council resolutions on terrorism.
These significant enhancements will enable CTED to become more agile, flexible and innovative in its analysis and assessment work; more easily integrate new elements introduced in future Security Council resolutions; and further strengthen CTED¡¯s thematic, country-level, and regional-level analysis.
