The Eleventh Coordination Committee meeting of the United Nations Global Counter-Terrorism Coordination Compact (Counter-Terrorism Compact) took place on 5 and 6 February 2025, in New York, in a hybrid format. The two-day meeting focused on the ¡°Pact for the Future and the United Nations Global Counter-Terrorism Coordination Compact: Strengthening Policy Interventions and Building Member State Capacities to Prevent and Counter Terrorism¡±.

5 February 2025

The first day of the high-level meeting included a keynote address by the United Nations Under-Secretary-General for Policy in the Executive Office of the Secretary-General (EOSG), Mr. Guy Ryder, as well as perspectives from Member States on the Pact for the Future. Additionally, there was a strategic discussion on the views of other key stakeholders, including regional organizations, civil society and the private sector regarding the Counter- Terrorism Compact¡¯s role in the implementation of the Pact for the Future. The discussion was chaired by the Under-Secretary-General for Counter-Terrorism and Chair of the Counter-Terrorism Compact, Mr. Vladimir Voronkov.

At the end of the first day, a ¡°Decision Points Paper¡± was presented to the Committee for adoption by all Counter-Terrorism Compact entities. The document aimed to reaffirm their collective commitment to preventing and countering terrorism in all its forms and manifestations, in compliance with international law.

The second day included the following two sessions on:

? United Nations Global Counter-Terrorism Coordination Compact Working Groups and the Pact for the Future; and
? Advancing the Pact for the Future¡¯s commitments for preventing and countering terrorism ¨C Coordination with regional and sub-regional organizations, civil society, and academia.

Launched by the Secretary-General in 2018, the Counter-Terrorism Compact stands as the largest coordination framework within the United Nations system, with 46 Ä¢¹½ÊÓƵ and non-Ä¢¹½ÊÓƵ entities as members or observers.
