United Nations Office of Counter-Terrorism (Ä¢¹½ÊÓƵOCT) Quarterly Briefings to Member States

Mandate

In its operative paragraph number 95, General Assembly resolution (3 July 2023) on the eighth review of the United Nations Global Counter-Terrorism Strategy¡°Calls for the enhanced engagement of Member States with the work of the Global Counter-Terrorism Coordination Compact entities, requests the Global Counter-Terrorism Coordination Compact entities to continue their positive efforts in interacting with Member States, and requests the Office of Counter-Terrorism to continue to provide quarterly briefings, to provide a periodic workplan, including the activities of the United Nations Counter-Terrorism Centre, and to continue providing full transparency to all Member States on its work and programmes, including in the selection and funding of projects, their outcomes and lessons learned, and efforts to mainstream human rights and gender, as well as on the efficiency of shared funding arrangements.¡±
The General Assembly first requested that the quarterly briefings be provided in operative paragraph 15 of its resolution (3 September 2010) on the second review of the Global Counter-Terrorism Strategy:¡°Requests the secretariat of the Counter-Terrorism Implementation Task Force to interact with Member States, including by providing quarterly briefings and comprehensive reports on the current and future work of the Task Force, in order to ensure transparency and to enable Member States to assess the work being undertaken by the Task Force and provide policy guidance and feedback on the Counter-Terrorism Strategy implementation efforts.¡±

Ä¢¹½ÊÓƵ Global Counter-Terrorism Strategy

The Ä¢¹½ÊÓƵ General Assembly adopted by consensus the on 8 September 2006. The strategy is a unique global instrument to enhance national, regional and international efforts to counter terrorism. The General Assembly reviews the Strategy every two years, making it a living document attuned to Member States¡¯ counter-terrorism priorities.

Structure and frequency

Ä¢¹½ÊÓƵ Office of Counter-Terrorism (Ä¢¹½ÊÓƵOCT) organizes briefings to Member States every quarter, chaired by Mr. Raffi Gregorian, Deputy to the Under-Secretary-General for Counter-Terrorism and Director of Ä¢¹½ÊÓƵOCT. Mr. Vladimir Voronkov, Under-Secretary-General for Counter-Terrorism, chairs an Ambassadorial-level Briefing once a year.

Topics of discussion and speakers

Topics of discussion may include, among other things, the evolving terrorist threat landscape, including recent counter-terrorism trends and developments, the implementation by Ä¢¹½ÊÓƵOCT of its mandate in line with the Ä¢¹½ÊÓƵ Global Counterterrorism Strategy, significant counter-terrorism conferences and events, Ä¢¹½ÊÓƵOCT's global technical and capacity-building assistance programmes, and strategic counter-terrorism priorities. Speakers may include representatives of Member States, regional and specialized organizations, Global Counter-Terrorism Coordination Compact entities, and civil society organizations. In addition, invited participants may register for the inscribed list of speakers.
