Ä¢¹½ÊÓƵ Office of Counter-Terrorism (Ä¢¹½ÊÓƵOCT) and the Foreign Policy Instruments Services (FPI) of the European Commission organized a visibility event on the EU-Ä¢¹½ÊÓƵ Global Terrorism Threats Facility on 17 March 2026, in Brussels. The event showcased to representatives of European Union Member States the Facility's innovative model, achievements and lessons learnt, demonstrating the impact of the partnership between the Ä¢¹½ÊÓƵOCT and the European Union through the Facility.
The Facility was launched in New York in April 2022 in the margins of the Ä¢¹½ÊÓƵ-EU leadership dialogue on Counter-Terrorism. It enables the provision of rapid and flexible support to requesting Member States facing urgent or evolving terrorist threats, to enhance their capacities to detect, prevent, counter, respond to, and investigate these threats in line with the United Nations Global Counter-Terrorism Strategy, relevant Security Council resolutions, and in compliance with international law, including internal human rights law, international humanitarian law, and international refugee law, as applicable. Since July 2025, the Facility implements a specific component aimed at strengthening women¡¯s participation and representation in policy, coordination and operational roles to prevent and counter terrorism. The Facility is funded by a USD 16.7 million contribution from the European Union until 30 June 2027.
The Facility operates globally, with a focus on Africa, the Middle East and Central Asia, and delivers support in the thematic areas determined by the requesting Member State. Since its launch, the Facility has supported 11 Member States: Iraq, Kenya, Kyrgyzstan, Malawi, the Maldives, Nigeria, Somalia, Tajikistan, Togo, Uganda and Uzbekistan. The Facility works in consultation with the Counter-Terrorism Committee Executive Directorate (CTED) and in collaboration with Ä¢¹½ÊÓƵOCT¡¯s thematic Global Programmes, Ä¢¹½ÊÓƵ partners, and other EU-funded initiatives.
Three case studies were presented regarding the support provided by the Facility to Iraq, the Kyrgyz Republic and Uganda.
Iraq
Between March 2024 and January 2026, the Facility provided technical assistance to the Iraqi national authorities responsible for the registration and screening of adult Iraqi nationals seeking voluntary repatriation from Al-Hol Camp. These activities are part of the broader United Nations support to the government of Iraq in its efforts to accelerate the safe and secure voluntary repatriation from camps in northeast Syria and long-term reintegration into society of Iraqi families with alleged links or family ties to Da¡¯esh, in accordance with Iraq¡¯s obligations under international human rights law, international humanitarian law and taking into account gender and age dimensions. Kyrgyz Republic
Between April 2024 and December 2025, the Facility provided technical assistance to the Ministry of Justice, the State Committee for National Security, and the Ministry of Internal Affairs of the Kyrgyz Republic, to strengthen national capacities for the collection, preservation and analysis of digital evidence in terrorism-related investigations and prosecutions. The support focused on enhancing specialized digital forensics capabilities through the provision of tailored mentoring, advisory support, training and specialized equipment, aimed at improving the use of digital evidence in terrorism-related cases, in accordance with international human rights standards and taking into account gender considerations. Uganda
Since 2023, the Facility has been supporting Uganda in strengthening coordination between investigators and prosecutors and enhancing national capacities to investigate and prosecute terrorism-related cases, grounded in international law, including international human rights law. The Facility¡¯s assistance has been delivered through three successive support packages, designed and implemented in close collaboration with the Uganda Police Force (UPF) Directorates for Counter-Terrorism, Criminal Investigations, and Forensics, and the Office of the Director of Public Prosecutions.
