On 17-18 June 2026, the EU-Ä¢¹½ÊÓƵ Global Terrorism Threats Facility (the Facility) convened an inception and localization workshop with the Republic of Uganda¡¯s Police Force¡¯s (UPF) Directorate of Counter-Terrorism, launching its engagement under the Facility¡¯s Women in Counter-Terrorism component A joint initiative of the European Union (EU) and the United Nations, implemented by the United Nations Office of Counter-Terrorism (Ä¢¹½ÊÓƵOCT), the Facility launched the component in 2025, to strengthen the full, equal, meaningful, and safe participation of women in counter-terrorism policy and operational roles.
The workshop brought together representatives from across the UPF to examine the institutional practices and operational realities affecting women¡¯s recruitment, career progression, retention, and leadership. Participants discussed existing efforts, ongoing challenges, and practical opportunities to advance gender equality and diversity within counter-terrorism institutions.
A designated institutional team, comprising representatives from the UPF¡¯s Directorate of Counter-Terrorism, Directorate of Research, Planning and Development, and the Women¡¯s Affairs Division, was introduced to the Facility¡¯s toolkit, ¡°Strengthening Women¡¯s Opportunities and Trajectories in Counter-Terrorism and Preventing/Countering Violent Extremism.¡± The toolkit guided the team in conducting a structured review of the barriers and opportunities facing women within the UPF¡¯s Directorate of Counter-Terrorism.
Drawing on the discussions held at the workshop, the team tailored the toolkit to the Directorate¡¯s institutional context and developed a plan to conduct a self-assessment over the following two months.
The process will be led by the institutional team, with mentoring and advisory support provided by the Facility at the team¡¯s request. All data will remain with the institution. Following the self-assessment period, a validation workshop will provide an opportunity to review the findings with institutional leadership and identify priority areas for follow-up assistance, including through tailored support packages provided by the Facility.
