Between March and May 2026, the United Nations Office of Counter-Terrorism (Ä¢¹½ÊÓƵOCT) conducted two Training-of-Trainers (ToT) courses in Dushanbe, aimed at strengthening Tajikistan's national capacities to enhance nuclear security at the border with Afghanistan and ensuring effective response to incidents involving chemical, biological, radiological and nuclear (CBRN) materials.
Based on a mentoring approach, the ToT courses were organized through the EU-Ä¢¹½ÊÓƵ Global Terrorism Threats Facility and Ä¢¹½ÊÓƵOCT¡¯s Global Programme on Countering Terrorist Use of Weapons to enable six national experts from the CBRN Safety and Security Agency of Tajikistan to independently design and deliver training, thereby promoting domestic training capacity.
The first course, from 30 March to 1 April 2026, focused on radiological and nuclear border operations for the Border Troops of Tajikistan. Participants were trained in pedagogical approaches to enable them to train Border Troops personnel in interception methods, the use of detection technologies, and alert management procedures.
The second course, from 27 April to 1 May 2026, covered fundamentals of countering CBRN terrorism, management of training group dynamics, and the development of practical training modules for regional centers of the CBRN Safety and Security Agency located along the border with Afghanistan.
The training courses went beyond theoretical instruction. Participants were actively engaged in co-designing training modules, presentations, and instructional scenarios, as well as in delivering table-top exercises. Human rights and gender equality considerations were integrated as part of aligning law enforcement actions related to the interception and interdiction of dangerous materials with international standards.
These activities form part of a broader support package implemented by Ä¢¹½ÊÓƵOCT for the CBRN Safety and Security Agency of Tajikistan, thanks to the financial support of the European Union, which includes the provision of specialized equipment and the operationalization of two regional centres along the border with Afghanistan.
