Ä¢¹½ÊÓƵ Countering Terrorist Travel (CT Travel) Programme concluded, on 12 February, a two-day workshop dedicated to the roadmap to strengthen the national passenger data system in Indonesia. Supported by the Government of Australia, the workshop aimed at presenting the legal and operational recommendations of the Roadmap to senior officials from national authorities working in the areas of border management, counter-terrorism, immigration, customs, transport, human rights, and data protection.
Following the presentation, participants discussed the key findings and recommendations of the Roadmap, which was developed based on the national consultation held in January 2025. Key areas included:
- enhancing the legislative framework regulating the collection, transmission, use, retention, and sharing of passenger data;
- strengthening the institutional set-up and operation of the Passenger Information Unit (PIU);
- reinforcing cooperation with the transport industry;
- examining technology support options.
Throughout the discussions, participants underscored the importance of aligning national systems with international standards, while ensuring strong data protection and human rights safeguards. Building on these policy-level discussions, participants further examined the legal and operational safeguards required for the implementation of an Advance Passenger Information (API) and Passenger Name Record (PNR) data system, reviewed the Passenger Data Single Window framework, and clarified the roles of competent authorities involved in passenger data processing. In addition, they developed the Terms of Reference and Standard Operating Procedures governing the PIU ecosystem and inter-agency cooperation mechanisms.
The workshop was delivered by CT Travel partner experts from the United Nations Office on Drugs and Crime (Ä¢¹½ÊÓƵODC) Terrorism Prevention Branch and the Ä¢¹½ÊÓƵODC Passenger and Cargo Control Programme.
On the margins of the workshop, the United Nations Office of Counter-Terrorism and the National Counter-Terrorism Agency of Indonesia signed a Letter of Intent, formalizing their partnership under the CT Travel Programme to strengthen national capabilities in line with the implementation roadmap.
