As part of their strategic partnership, the United Nations Office of Counter-Terrorism (Ä¢¹½ÊÓƵOCT), through its United Nations Counter-Terrorism Centre (Ä¢¹½ÊÓƵCCT), and the Islamic Military Counter Terrorism Coalition (IMCTC) organized a legal training programme on ¡°Strengthening International Cooperation Measures to Counter Terrorism Financing¡± from 19 to 23 July 2026 in Riyadh, Kingdom of Saudi Arabia.
The training brought together 30 legal practitioners, investigators, financial intelligence experts, and other competent authorities from the Republic of Chad and the State of Palestine. The programme aimed to strengthen capacities to prevent, investigate, prosecute, and disrupt terrorism financing through effective international cooperation mechanisms.
Participants enhanced their understanding of terrorism financing threats, relevant international legal frameworks and emerging challenges, while exploring practical approaches to strengthening national responses. Sessions addressed key issues including anti-money laundering and countering the financing of terrorism (AML/CFT) frameworks, investigations, extradition procedures, mutual legal assistance, asset recovery, targeted financial sanctions, and international cooperation mechanisms.
Recognizing the evolving nature of terrorism financing threats, particular attention was given to the misuse of emerging technologies (such as) digital payment platforms, virtual assets, crowdfunding mechanisms, and artificial intelligence, and the role of public-private partnerships in detecting and preventing terrorism financing.
Through practical exercises and case studies, participants strengthened their ability to apply targeted financial sanctions procedures, asset freezing measures, and international cooperation tools in real world scenarios.
The training supported the implementation of commitments reaffirmed during Counter-Terrorism Week 2026, held at the United Nations Headquarters in New York from 29 June to 2 July 2026, during which the General Assembly adopted the Ninth Review of the United Nations Global Counter-Terrorism Strategy. In particular, the programme contributed to advancing priorities relating to international cooperation, capacity-building, the rule of law and countering the financing of terrorism.
The training reflects the growing strategic partnership between Ä¢¹½ÊÓƵOCT/Ä¢¹½ÊÓƵCCT and IMCTC and their shared commitment to supporting Member States in strengthening legal, operational, and institutional capacities to prevent and counter terrorism financing.
